  • 10 Nov 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is the security arms that have failed to provide security. So, even if they are on the ground, they will not be of any use to the residents. view
  • 10 Nov 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to say that an equipped Four-Wheel-Drive ambulance will cost Kshs5 million and yet my Constituency Development Fund (CDF) in Kimilili has been able to buy Four-Wheel- Drive ambulances for two hospitals costing less than Kshs2 million each and yet they are well equipped? Is he in order to mislead this House? view
  • 10 Nov 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to imply that the CDF office in Kimilili might have bought inadequate ambulances and yet we took an example of an ambulance supplied by the Ministry within the same constituency using the same standards? view
  • 10 Nov 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. view
  • 10 Nov 2010 in National Assembly: Mr. Speaker, Sir, it is Kimilili. view
  • 10 Nov 2010 in National Assembly: Mr. Speaker, Sir, is the Assistant Minister in order while talking about innovation, not to state whether it is a positive or negative innovation, considering that at the end of the lease when the ambulances are returned, what is going to happen to the patients who have been using them? That is what hon. Kigen wanted to know and the Assistant Minister has not answered that. view
  • 4 Nov 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. With all due respect to my former boss in the military and he continues being my boss even in civilian life, this issue of recruitment has raised such anxiety in the House. Would I be in order to ask the Departmental Committee on Defence and Foreign Relations to investigate the issue of recruitment in the military? view
  • 4 Nov 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to state that an officer of Government was behaving badly when that officer is not here to defend himself? The fact of the matter is that when they requested answers for this Question, GDC were the only responders? The others did not respond, yet the Assistant Minister is imputing improper motive on that officer. view
  • 3 Nov 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Assistant Minister in order to suggest that he cannot table the list of recruits and yet we know the military takes care of external and not internal aggression? The Assistant Minister has even tabled a list of some recruits. If, indeed, it is a security breach, then he has already breached the security! Is he in order to state that? view
  • 27 Oct 2010 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Education the following Question by Private Notice. (a) Could the Minister provide the previous and current fees being charged to students of Teacher Training Colleges (TTCs)? (b) Could he confirm that the Ministry has increased fees for students of colleges by 20 per cent and, if so, how many installments are the students required to pay to clear their fees in a year of study? (c) Could the Minister consider setting up a loan scheme for students in these colleges to assist those who are unable to raise fees? view
