Just as was mentioned yesterday, it is very unfortunate that, as we discuss the accounts of the Government of Kenya, the Deputy Prime Minister and Minister for Finance does not find it necessary to grace the occasion.

(a) Is the Minister aware that over 20 people have been injured through thuggery in the residential areas of Kimilili Township in Kimilili Constituency in the last three months? (b) Is the Minister further aware that at least one person is killed by criminals every month at Brigodia Market over the past four months? (c) How many people have been arrested over the above criminal acts and what action is the Minister taking to restore security in ...

Mr. Speaker, Sir, I wish to thank the Assistant Minister for that answer and also acknowledge that there are police officers in Brigodia and not just the AP camp. However, it is a bit serious in the sense that all these crimes are being committed in Kimilili Town, Brigodia and Kiminini where there are police stations. The police officers in those areas have served for more than two years in the same areas and are just rotated within the district. Could this wave of crime be related to the long stay of those police officers in those areas?

Mr. Speaker, Sir, the Assistant Minister being aware that the Constituencies Development Fund (CDF), Kimilili has collaborated very well with his Ministry to increase the facilities for the police by way of building patrol bases, staff houses and improving the existing police stations, could he reciprocate by giving us funds to build a patrol base at Brigodia?

Mr. Speaker, Sir, I thank the Assistant Minister for her good answer. However, if you noticed, she seems to acknowledge that the youth lack entreprenueral skills and now they are training them on those skills. What plans does the Ministry have in place to start training the youth before they leave schools and not to wait for them when they have left schools?
