  • 7 Oct 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. The Assistant Minister has just said that he has left the farmers to the mercy of the market forces with regard to food security in the country. Is he in order to abdicate his role in ensuring that Vision 2030 is met by refusing to set adequate prices for maize for the farmers? He is impoverishing the farmers of this country and defeating the whole purpose of Vision 2030. Is the Assistant Minister in order to do that? view
  • 7 Oct 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to seek a Ministerial Statement from the Minister for Industrialization regarding the delay in appointment of the chief executive officer of the Kenya Bureau of Standards (KEBS). While giving the Statement, could the Minister clarify the following: What are the specific causes of the delay since the process has gone on for over nine months without having a substantive appointment? What caused the failure of the process done by KPMG and how much money was paid to KPMG to do the process which was prematurely terminated? Finally, is it true that ... view

  • 7 Oct 2010 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me this chance to contribute to the current issue. In my short stint in this House, I have discovered that what might appear to be very complicated has a very simple solution. Consequential legislation under Section 261(4) states that for the purposes of Clause 1, the Attorney-General in consultation with Commission for the Implementation of the Constitution shall prepare the relevant Bills for tabling before Parliament as soon as will be practicable to enable Parliament to enact legislation within the period specified. This one says: “The Attorney-General, in consultation with the Commission for ... view
  • 6 Oct 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has said that they were to employ 20 nurses per constituency. That number comes to 4,200 nurses, but they have managed to employ less than 3,000 nurses. That means that they did not employ the full contingent of nurses and yet, in this financial year, I think the Minister for Finance said that they are supposed to employ additional nurses. That indicates that there could be a shortage of nurses in the country. What is the Assistant Minister doing to ensure that they fill the vacancies that were not filled last year ... view
  • 6 Oct 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Assistant Minister in order to tell us that he will pay them in the next one month when they employed these people in April and they are under the supervision of the MOHs? The MOHs should have submitted the relevant documents to the Ministry for the payment! Is the Assistant Minister in order to continue delaying their payment and saying that he is waiting for documentation? view
  • 6 Oct 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, you have heard the Assistant Minister say that it is the differences in transport and storage costs that determine the difference in prices of fertilizers. Could he explain to this House how these serious differences in transport and storage costs to factories that are in the same area, or are in the county of Kericho arise? view
  • 5 Oct 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. It has taken two years, since 2008, to resettle these IDPs and the Minister is trying to tell us that they have a time line of only two months and a few days. Is the Minister in order to mislead this House that what they have failed to do in several years, they are going to do in two months and a few days? view
  • 30 Sep 2010 in National Assembly: Mr. Speaker, Sir, thank you for giving me this chance to support this Motion to adjourn the debate. I have sat here and listened to many senior Members of this House who have said certain things which were shocking! In the sense that some have even arrogated to themselves party positions that do not exist in those respective parties, and they purport to use the same to push an argument which we have clearly said the consultation was not there. While my colleagues in Ford-K might have come in through the ticket of PNU, I came in as Ford-K. If ... view
  • 30 Sep 2010 in National Assembly: Mr. Speaker, Sir, it is important that while we have abolished provinces as we know them, this has actually left without what used to be Western Province. It is very interesting that the counties of Trans Nzoia, Bungoma and Kakamega are not represented at all, while when we go to the counties of what used to be Eastern Province, they have got five representatives. That is against the laws of natural justice. Mr. Speaker, Sir, I support this Motion and urge fellow hon. Members that we adjourn debate on this Motion. view
