Thank you, Mr. Temporary Deputy Speaker, Sir. As the nation develops, awareness of certain illnesses improves to the extent that what might be perceived as an increase in renal diseases is actually just increased awareness of the renal diseases. The Minister has just said that it costs Kshs3 million to buy a renal machine. When you look at the NHIF and the amount of money they generate and use for establishing themselves and not providing medical services, I think Kshs3 million is just peanuts. Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to support this Motion on the Office of the Deputy Prime Minister and Ministry of Local Government. First, I congratulate the Deputy Prime Minister and Minister for Local Government for presenting this Vote and the energy he exhibited during the campaigns for the referendum. Mr. Temporary Deputy Speaker, Sir, it is pretty obvious that this Ministry has some major problems. They have got power lines all over the country which are merely decorations. They are not functional. Unless somebody asks a question about his constituency, nothing happens. Is it right that the Ministry should wait for Members of Parliament to bring Questions here before they energize the power lines, hiding under the excuse that there are no transformers? Where do they get the transformers to energize the power lines when a hon. Member asks a Question?

Mr. Temporary Deputy Chairman, I would like the Minister to clarify this. Either some money is being hidden somewhere to be retrieved later on or there is something else going on. This is because in Bungoma North, they have Ejinja-Bumala Road which has been allocated Kshs150 million. Ejinja-Bumala Road is not in Bungoma North District. This is somewhere in Busia. So, has this money been put here to be retrieved later on? I can assure the Minister that Ejinja-Bumala Road is not in Bungoma North District because that is my constituency.

Mr. Temporary Deputy Chairman, Sir, still under Head 384, on page 2 of 6 of the District Allocation Budget by the Departmental Committee, the Kisumu- Kakamega-Webuye-Kitale Road has been allocated Kshs100 million. Surely, that is a road that is over 200 kilometres. What do you intend to achieve with Kshs100 million on that road?

Mr. Temporary Deputy Speaker, Sir, we have approved these Motions, but I would like the Ministry to be aware that it is easier to move from Western Province to Kampala than to Nairobi. Indeed, while we are moving towards the East African Federation, I did not know that the Ministryâs intention was to hasten the federation of the western part of Kenya and Uganda.

On a point of order, Mr. Deputy Speaker, Sir. I rise to seek guidance from the Chair. When we, Members of the Back-Bench, ask Questions it is because we have identified a problem. If the Question is not adequately answered, it does not solve the problem. We do not ask Questions just for the fun of it. Is the Assistant Minister in order to keep on going round and round instead of addressing the issue? He has just said that they have competent officers on the ground. Mr. Speaker, Sir, I want to thank the Minister for his answer. I think this question relating to fares; it is not definitely possible for you to control fares in a privatized industry. Is the Minister very comfortable that we have left public transport in private hands? Is that comfortable enough if we really indeed want to develop this country? Is there anything you are going to do to ensure that there is intervention in public transport to ensure that adequate transport is provided at reasonable fares?

Mr. Speaker, Sir, I beg to ask the Minister for Education the following Question by Private Notice. (a) Could the Minister provide the per-constituency shortfall of teachers in the country, the respective constituency sizes as well as respective constituency student populations? (b) Could the Minister clarify whether the current process of teacher recruitment on contract basis is taking all the factors in (a) above into account? (c) What steps will the Minister take to ensure equity amongst constituencies in the recruitment?

Mr. Speaker, Sir, I would like to thank the Assistant Minister for that answer and especially, for tabling the document from the Teachers Service Commission (TSC), showing primary school staffing status as at July, 2010. This list obviously shows that there is a glaring difference in the sense that there are some constituencies or districts with extreme understaffing of as high as 627 teachers while others have got as low as 66 teachers or 43 teachers in terms of understaffing. Where is the equity in distributing these positions equally across all constituencies? Could the Assistant Minister tell us whether or ...
