I think I will also oppose because we are also looking at a country where the wage bill is too high. The other day, we were reading about it in the newspaper. On matters of payment of pension and retirement packages, it was continually going up. This is going to really affect the monies that are supposed to be used. Yesterday, in our Liaison Committee meeting - and we want to thank your deputy because he has really revived the Committee - we were discussing the chairman’s manual. No chair will be deciding what to do in a committee. There will be a manual to direct you on how to conduct your meetings and all issues. He is a very aggressive chairperson and he is doing great. The Bill talks about hefty fines and jail terms meant for serious crimes. But we are forgetting that continuity of stealing a few shillings from a common person ends up being more than a very huge one-off crime committed by a person. Let me call them short-time thieves who steal a few shillings. That crime also needs to be taken into consideration. Cybercrime is not a simple crime. It requires intelligent people in that field. I was made to believe that the Departmental Committee on Energy will give a Statement this afternoon, under Standing Order No.127(5) regarding the progress, and also to ask for an extension because two Bills were committed to the Committee. We were supposed to take only 21 days, which has become impossible.

Pursuant to Standing Order No.127(5), I stand here to give a progress report on the Committee’s deliberation of the Energy Bill, 2017 and the Petroleum (Exploration, Development and Production) Bill 2017. Pursuant to the provisions of Standing Order No. 127(1), the Energy Bill 2017 and the Petroleum (Exploration, Development and Production) Bill 2017 were read the First Time in this House on Wednesday, 14th February 2018 and thereafter they were committed to the Departmental Committee on Energy for consideration.
