Whenever we go for public partition, you find a crowd that does not know the reason of your going there. It is only the leaders who have knowledge. That has become a challenge and we will be looking at public participation from a different perspective so that if it is for a Bill then we would be required to improve on mobilisation. view

As much as the Chief Whip of the Minority Party is contributing and as the Chair of the Budget and Appropriations Committee has indicated, it is right for him to have facts. It is not that the Government has been unable to complete the transmission line. We are tabling a Bill called the Land Value Index Laws that will address matters of compensation. The line is not complete because the community has refused to allow the contractor to proceed. So, it is important for the Chair to get the facts. view

  • 21 Feb 2018 in National Assembly: There is also a second thing which is important. I hope that the President set aside housing as a ministry on its own. It was placed under the Ministry of Transport, Infrastructure, Housing and Urban Development. That Ministry is basically involved in matters to do with roads and other very important aspects. When you clamp two very important aspects in one ministry, it is not possible for them to give it a 100 per cent thought of what we anticipate. It is important for the Government to start thinking on how it can formulate a policy where funds can be available at very cheap rates to the mwananchi .
