As a matter of procedure, I know in the last Parliament there were quite a number of Members of Parliament who did not show up and they had some very good Motions. Their intentions were that their Motions be discussed in the 11th Parliament.   • 8 Nov 2017 in National Assembly: I totally agree with the Leader of the Majority Party. This is some of the information we got at the induction course. Most of those Motions were urging the Government. Even as the Committee on Implementation we were unable to do anything. Secondly, most of these Motions which were brought by Members were about functions of the county governments. If you tell them to build a hospital, yes, it will pass here and Members will agree but at the end of the day, the Government has no funds to go and build a dispensary at the county level. I rise to second the Motion on the establishment of a Parliamentary Joint Select Committee on the Election of Members to the East African Legislative Assembly (EALA). Just at the Leader of the Majority Party has just said, I rise to thank the National Super Alliance (NASA) Coalition. Some of the key areas that need to be looked into are one of the long-term policy direction and the legal framework. You will notice that before it was a haphazard way of handling the mining sector, but now we have a legal framework to address some of these issues. The marketing is very crucial to us that we do not just want to involve ourselves and then we do not have a place where we can take that product. Value addition for the product will go a long way in trying to attain Vision 2030. There is also the mobilisation of resources. This is a sector that requires huge amounts of resources for it to attain its objectives. Therefore, the participation of the locals who will invest in the mining venture will go a long way to promote the local resources.   • 11 Oct 2017 in National Assembly: Thank you, Hon. Chairman. As said by my dear sister, this has brought clarity. I wish this law had passed last week but now the guy who is flying out on Thursday will need to reconsider his decision and withdraw the letter that he took to IEBC yesterday. He is not a candidate. This law is going to give that clarity. The Supreme Court read the mind of Parliament. I hope in future they will continue reading the minds of other institutions. That just gives justification that these amendments are correct. Thank you. view
