Hon. Temporary Deputy Chairman, we need your guidance. If you go back to Clause 13 where we were changing “Commissioner” to “Director” what happens? Clause 13 got the favour of the Chair in the amendment by the Chair. It was also dropped. Then we have moved forward and the words “Director” and “Commissioner” are there. For purposes of clarity, does it mean that the Chair needs to withdraw and go back to Clause 13 and others and withdraw those amendments where we have them? Hon. Temporary Deputy Chairman, maybe you need to guide us. Hon. Shidiye is a member of the Committee and we were with him when we were discussing the question of three months and he never proposed a longer period. I wish he had brought the six months proposal that time. As a committee, we sat - and he was present - and we agreed that three months is reasonable enough for a person to be able to have moved. As the Chair made it very clear, it emerges out of the effects of drought and the high cost of living. Some of these things drove the BAC to sit down and address them. whether it is an application that is required of us to make. I would want the Committee to visit us in Nakuru at some point. We have so many issues that we would want the Budget and Appropriations Committee to address although we would later raise them through other legal avenues. It is important that the Committee now visits the places they have not visited. I have been around for four years, but I have not seen Members of that Committee in Nakuru County.

This budget addresses emerging issues. The Jubilee Government would not want the current situation our country is in to prevail - It is the most unfortunate situation. Persons in the Opposition are using the existence of natural calamities to bash the Government. That should not be the case. We should not hear of that from able Opposition leaders. This budget has addressed some key issues. For example, some billion shillings have been allocated to the Strategic Grain Reserve. The President directed the other day that any person who is hoarding any of the maize stocks will be punished. This is because maize has been brought in plenty and yet it is not found in the local shops. It is because most businesspeople are hoarding the commodity for purposes of enriching themselves. Yesterday, we told the CS, Interior to use the money given to him in all the 47 counties. We instructed him to conduct awareness programmes with regard to the coming election. So, there is money that has been given for purposes of security operations during election. Hon. Nkaissery has already assured us that there will be peace before, during and after election. We told him we will hold him to account. We cannot give him money and find ourselves in a situation that is uncomfortable. We want to avoid such a situation at all costs. I thank the Chairman of the Budget and Appropriations Committee for allocating some money to address the Collective Bargaining Agreements (CBAs). It is unfortunate that the Constitution gave some key functions to county governments which they are not addressing at all. It is now raising a lot of labour concerns. I support this Supplementary Budget and thank the Committee. I plead with it to visit Nakuru County, specifically Nakuru Town East Constituency.
