Hon. Deputy Speaker, it is bad that extrajudicial killings are happening in the country. Just yesterday, I got another case. I was told a young man was picked from a market place and two weeks after, the body was found in a mortuary. These are things we should never accept from the police although they do a good job in securing our country. So far, they have done a very good job in diffusing most of the terror threats. gun and yet the suspect is harmless. He was just harmless and lying down. Pumping a few bullets into that person is not acceptable. Yes, it is important for us to look at the compensation aspect but, we will also be looking at the intended definition of members of the Service. That will enable us come up with a proper definition of compensation; that is whether it is to the policemen or the civilians who are working there. We must also put a cap at a certain level. An alternative means has been proposed in the Bill and now we will have a special procurement method that will provide an avenue for easy procurement of items whenever we have emergency situations to respond to. When the Independent Electoral and Boundaries Commission (IEBC) wants to purchase items, they are normally told they have to follow due process. Sometimes there is urgency in procurement of items and so, it is important to re-look at the Public Procurement and Asset Disposal Act to provide for procurement under emergency and urgent situations.

Thank you, Hon. Speaker. I raised this matter two weeks ago with the Hon. Deputy Speaker regarding a petition I had done for a primary school in my constituency. A member of the relevant Committee rose and stated that the Committee would be tabling the report in a week’s time. To date, that report has not been tabled. The matter is about land belonging to a primary school which has been grabbed.

Hon. Speaker, it is about six months ago. The Petition is about grabbed land and the 60 days are over. I have been waiting all this while. In fact, I was invited to the Committee. I raised the matter three weeks ago with the Deputy Speaker and one of the members of the Committee said that the report was ready. He promised that the report would be tabled in a week’s time, but that has not happened.
