Thank you, Hon. Deputy Speaker for giving me the opportunity to note this Report by His Excellency the President. It is very sad that Members take advantage of their position to cry foul just to make their leaders happy. They blame the Government over issues that are not even there. It is very unfortunate that people take very extremist approaches over any report brought here by the President. Regarding corruption and devolution, the Director of Public Prosecution (DPP) said that he wanted to investigate allegations of corruption made against Kilifi County Government but some leaders went there to protect the Governor because he is one of their own. Why do you protect someone who has stolen? Theft is just theft whether is it by the Opposition or the ruling party. We should be truthful to ourselves. Let us fight corruption as a team. With those few remarks, I note the Report.

Thank you, Hon. Deputy Speaker. I just want to make an inquiry. I brought a Petition almost four months ago regarding land belonging to Naka Primary School and 60 days have lapsed. I have been trying to follow up with the Committee with no success. When they visited the school, they promised they would give a report within two weeks. Hon. Deputy Speaker, maybe you could direct the Committee to do so. We had set aside some money in the National Government Constituencies Development Fund (NG-CDF) to construct that school, but without the verdict, we cannot move on. Now we ...

Again, Hon. Deputy Speaker, I need your guidance for us to clear with this. The other day, the Chair of the NG-CDF Committee said that the Kshs10 billion which was reallocated to the Ministry of Education, Science and Technology was supposed to be taken to various schools for purposes of development of laboratories. By the way, we had been guided by the Ministry of Education, Science and Technology. Six of us had opportunity to visit the Ministry and we were told to see a gentleman called Masese. Yesterday, we were in a Committee where we were discussing some proposals on the Statute Law (Miscellaneous Amendments) Bill. They were brought before the Departmental Committee on Administration and National Security. We had, appearing before us, members and officers from the Kenya National Police Service Commission. On the proposed amendments to the Betting, Lotteries and Gaming Act, the other day, we were debating a substantive Bill by Hon. Jakoyo Midiwo regarding this matter. We now have some amendments proposed here in the Statute Law (Miscellaneous Amendments) Bill. They ought to have been incorporated and introduced together with the other proposed amendments in Hon.
