  • 22 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. As the Leader of the Majority Party has just said, it is important for timelines to be set in the law so that nobody will have the luxury of--- He has said that the National Assembly will do its work within the timelines. We are also pleading with our brothers and sisters in the Senate to do the same. My only problem is about Sub-clause 5. That is if Parliament does not make a decision under Sub-section (2) within 90 days. I now wonder. First, it was 60 days. Therefore, where are the 90 ... view
  • 22 Nov 2016 in National Assembly: Thank you, Hon. Deputy Speaker for giving me this opportunity to support this Penal Code (Amendment) Bill, which has been brought by our able Chairman. It is unfortunate that we keep on legislating on issues that are supposed to have been addressed a long time ago. I am a member of the Departmental Committee on Administration and National Security whose Chairman is Hon. Asman Kamama. The petitions we get about cattle rustling are in large numbers. This is a legislation that is going to address this mess. We have been grappling with this problem of cattle rustling for a long ... view

  • 22 Nov 2016 in National Assembly: As has been said, the issuance of permits will go a long way in addressing the issue of movement of cattle. I listened keenly to the Chairman when he was talking about the issue of permits. He talked about the number of cattle and how they are supposed to be moved, but he did not talk about the carcass. Should we not have a condition on slaughtered animals, that is, the carcasses? I think it is a condition that we should include. More so, if you participate in cattle rustling and end up killing a neighbour, or a person from ... view

  • 17 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to comment on this very important legislation. My colleagues who spoke earlier regarding the misuse of the aspect of contempt of court said that the courts have been misusing their jurisdiction and the powers that have been bestowed upon them regarding this aspect. I want to thank the 11th Parliament for legislating on a very important Bill. At the same time, it is important for us to point out that we should respect the decisions of a court. If we do not respect decisions which come from courts, then ... view
  • 17 Nov 2016 in National Assembly: This Bill says that the criminal contempt has to get consent from the Director of Public Prosecutions (DPP). In the past, courts have used that to get back at other people unfairly. It is important to get a view from the DPP regarding a criminal contempt. The provisions under that clause are very clear. Under Clause 7 of the Bill, the defence for contempt has also been clearly outlined including defence for innocent publication. We should also seal loopholes so that it is not misused. Under Clause 13 of the Bill, they are saying that you might not know that ... view
  • 16 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. First of all, the Petition by Hon. Njuki is very important. Under the Jubilee Government, insurance has been taken seriously within the police reforms and currently, all police officers have insurance policies. Now that this matter has come, the Departmental Committee on Administration and National Security should deal with it. view
