  • 6 Oct 2016 in National Assembly: The issue of change of names needs to be looked at. Whether you call somebody a director and they are going to sleep on their jobs, it will not change anything. The most important thing for us to do in this Bill is not to change titles and names of people, but for the officers to know their mandate and responsibilities; what they are supposed to do. I remember in one water company in Nakuru, a meter reader was made a water analyst. It does not change. They will still continue with their corruption deals whether you call them meter ... view
  • 6 Oct 2016 in National Assembly: wastages in court time because of lack of evidence since people refuse to go and give evidence. This is because they were harassed or threatened. In conclusion, as it has been indicated, the qualifications for a witness to be protected must be quantified. We need to determine the levels of protection, who will be protected and in what case they will be protected. Maybe we can make an allowance for those huge criminal cases. Everybody might want to be a witness and seek protection. The Act needs to identify the cases in which witnesses can be protected under the law. ... view
  • 4 Oct 2016 in National Assembly: Thank you, Hon. Speaker, for giving me this opportunity. Let me take this opportunity to thank Hon. Duale for moving the Motion for Adjournment so that we can discuss this very important issue that is affecting the national carrier, namely, KQ. I agree slightly with what Hon. Jakoyo Midiwo has just said. It is important for us to get to the root cause of this either by forming a select committee or asking the Departmental Committee on Transport, Public Works and Housing to investigate all that has been alleged by the Leader of the Majority Party so that we can ... view
  • 4 Oct 2016 in National Assembly: to give his story. It is important, as it has been suggested, to have either a select committee or the Departmental Committee on Transport, Public Works and Housing investigate this matter. If Raila is summoned, he must appear before the committee. view

  • 20 Sep 2016 in National Assembly: Thank you, Hon. Speaker. I rise under Standing Order No. 95. I am not belittling the importance of this Motion, but going by what all the speakers have said, there is a general agreement that we support the ratification. You have just given a direction that if one has made contribution, he should not leave. If we continue like this, we might not utilize today’s opportunity. Allow me to request you to call upon the Mover to reply. view
  • 1 Sep 2016 in National Assembly: Thank you, Hon. Speaker. It is unfortunate that on my maiden day to bring some amendments, I had to drop them, which is very unfortunate. I had really prepared to convince my colleagues to listen to me and approve my amendments. As has been said, party leaders have spoken and we have to abide. That gives me a reason to start working and hope that 10 or 15 years from now, I will be in that position giving instructions to this Parliament. At the same time, I want to take this opportunity to thank the Speaker. Yesterday, when Hon. Olago ... view
  • 1 Sep 2016 in National Assembly: what was done. I want to thank you very much for giving us an opportunity to bring amendments. It just shows leadership in you. Of course, Hon. Duale has thanked the Members for the good work. I also want to thank him for representing the majority party and being there all the time to advance its interests. It is important for him to do that. We have passed the Election laws and, hopefully, the Senate will not make amendments to the provisions. I am just pleading with the Opposition because this was a negotiated document, we should not see people ... view
