  • 17 Aug 2016 in National Assembly: Secondly, he requested for increased education facilities. I plead with all the legislators now in Parliament that it is the only way we can facilitate and give our young people an opportunity by pushing for more educational facilities. view
  • 17 Aug 2016 in National Assembly: Thirdly, and this is very important, we thought that women’s rights started with the famous Beijing Conference. Mzee Jomo Kenyatta fought for the rights of women. By then, they were paying hut tax. Fourthly, he was the African representative in Parliament. Lastly, he advocated for non-interference of our traditions. view
  • 17 Aug 2016 in National Assembly: Those are very crucial things. view
  • 11 Aug 2016 in National Assembly: Hon. Temporary Deputy Speaker, I know we have passed some regulations and rules in the House so that each Member can contribute for 10 minutes. Will I be in order to request Members to contribute for five minutes? view
  • 11 Aug 2016 in National Assembly: I am asking whether I am in order to ask members to contribute for five minutes. It is true this is a House of debate, but after the fourth and the fifth speaker, we will start repeating ourselves. view
  • 11 Aug 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I was trying to listen carefully to what Hon. Captain said. He is an expert in this area. When he talked about logbooks in a plane I wondered what he was saying. At least, he made it very clear what is supposed to be recorded in the logbook on the plane. It is a very interesting topic. I rise to support the Civil Aviation (Amendment) Bill. The 10th Parliament and the former regime came up with something they called “the Greenfield Project” which was supposed to improve the JKIA to international standards. It is ... view
  • 11 Aug 2016 in National Assembly: I once visited Tanzania by road and I was supposed to have a yellow fever card. Unfortunately, I lost my card and on coming back, I was asked to produce it. I was curious because the attendant insisted that I have to get another jab, a week after the first one. We were around five and we were kept at the airport for quite some time. Our workers at the airport should try to understand travellers. We get fantastic services at the JKIA but it is unfair to keep visitors for more than five hours. It was a sad experience. ... view
  • 11 Aug 2016 in National Assembly: Clause 9 of the Bill says that if you want to be a Director-General, then you must have 10 years working experience in the same industry. We need to understand the aspect of experience. For instance, if I serve in Parliament for 40 years, one might think I am a better debater than a person who has been here for one term, but that person might be a better debater than me. Is experience just a condition placed under Clause 9 of the Bill without looking at whether it will improve services of the institution and yield some fruits? As ... view
  • 10 Aug 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would also like to thank my colleagues for adhering to the Standing Orders, so that we avoid repetition and allow other Members to contribute. I would like to thank the President for showing commitment to fight corruption by having all the relevant laws in place. This House has passed so many laws that are supposed to fight corruption, but it calls for goodwill to implement them. If there is no goodwill in fighting corruption, all this will be an exercise in futility and we might not even achieve the intended purpose of implementing ... view
  • 10 Aug 2016 in National Assembly: We have to be serious in the fight against bribery. The Bribery Bill says that it is a crime to promise to give a bribe. How does it become a crime yet the actual transaction has not been done? These are issues that we need to look at. The aspect of the EACC being responsible in terms of enforcement of laws is wanting. It has, in itself, lost credibility. view
