We need to ask ourselves, as Parliamentarians, whether hefty fines are going to give us the results that we want or they are just going to enhance the bribes that these people are asking for. If we put a huge fine or penalty, will it result to better services and people wanting to avoid the practice or will it just lead to people asking for more bribes? It is important for us to encourage the locals to do business. In fact, it has always been in people’s minds that if we do not give incentives to the local business people, they cannot compete with our friends who come into this country.
