  • 6 Aug 2013 in National Assembly: Last week when the Cabinet Secretary was here, he made it very clear that the money had already been allocated under the Kshs190 billion. So, it will also be very sad if I go to my area without that money and then the governor or the other leaders use that against me because I have no money to do roads and yet we are claiming that we have the money for the roads. Just by a stroke of a letter, I do not think that that is fair. All I just wanted to say is that we should relinquish the ... view
  • 6 Aug 2013 in National Assembly: It is only fair for the Chairperson to clarify that. If I remember, the Cabinet Secretary, National Treasury, made it very clear that all the money for roads is part of the Kshs190 billion that was given. I think that is not fair. I would like to go on the ground and say that from 2013/2014, we are not in charge so that, at least, we can make a name for ourselves. Otherwise, I agree with the Chairperson of the CDF that we really need to look into how best we can allocate money for the CDF so that we ... view

  • 30 Jul 2013 in National Assembly: Thank you, hon. Speaker. I had actually placed this request a long time ago, so that I could speak on the Motion that has been disposed of but now, having been given the opportunity to speak on the VAT Bill, I want to first of all say that I support the Bill. The Jubilee Government has made very many promises to Kenyans. I am not saying that the Government is going to get their money solely from VAT but this view
  • 24 Jul 2013 in National Assembly: Hon. Deputy Speaker, I wanted to contribute to the issue that has been raised by my Chairman of Committee on Administration and National Security. But that has been overtaken by events. So, I rise to support the appointment of the two nominees to be members of the TSC. As the immediate speaker and hon. Ken has already indicated, I think it is important for us to think about the young people when we are doing appointments. This is because most of the people that they are going to be handling at the TSC are young teachers who are coming into ... view

  • 18 Jul 2013 in National Assembly: Hon. Speaker, Sir, what also came out in the meeting is that we had already passed and approved the calendar of Parliament. The specific date we are talking about of 27th August will be when we will be away on recess. We had actually tasked the Chairman, Hon. Baiya and his deputy to engage your office and the Clerk’s office so that they also get the way forward. view
  • 18 Jul 2013 in National Assembly: As the hon. Member has rightly said, it is true. On two occasions, we called the CIC and the only tricky part was that they were not meeting with the Kenya Law Reform Commission. However, they had everything in a draft form and they wanted to pass it over to the Committee view
  • 18 Jul 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir. I think it has already been said that Members who were in the Tenth Parliament like the Leader of Majority Party had an opportunity to remove livestock. We also want to be given an opportunity within the six months to remove agriculture and, maybe, leave the fisheries and food. view
  • 18 Jul 2013 in National Assembly: I am saying this because Nakuru County, as you know--- view
