The House, in its wisdom, decided to have not more than a 10 year jail term and a fine of not more than Kshs1 million. We also need to be very careful as Members of Parliament.   • 9 Oct 2019 in National Assembly: look at justice and the way it is done in this country, you get scared because of the way these agencies reason. I totally agree with Hon. Ndindi Nyoro, but at the same time, we need to be very careful. Sometimes you might end up becoming a victim, if fairness is not done properly. How I wish we will be here in our numbers when we will be making a decision to pass or not to pass this Bill. We have voted to retain the capping. However, the Chair of the Departmental Committee on Finance and National Planning brought another Bill just the other day. The same issue has been brought back. For some of us who come from urban areas, we are seeing a trend where too many kids are being brought to the streets to live as street families. It is not only foreigners who become animals to the children they adopt. It can also happen in the hands of the locals. It is important we look at adoption. The best thing that we also need to ask ourselves is: Do we increase taxes on cigarettes and alcohol to stop people from drinking or to raise revenue? I am saying this because in urban areas, if you continue increasing taxes on the known alcohol, then people will revert to the illicit ones.
