At first, we thought this does not include counties but we have realised that within the provisions of the Bill, there are very many aspects that touch on county matters. When we went to Kilifi, a very young girl came up and looked at the Bill on the face value. She is the one who came up with the conversation on one year penalty. Since they are domiciled in the Ministry of Energy, it means they can only take instructions from the Cabinet Secretary in the Ministry of Energy.
