I want to appreciate the Chairpersons of the two committees for the briefs and appraisals that they have given us concerning the status of the business pending before their committees. As I appreciate the chairpersons, I have a problem with the House Business Committee (HBC). Many of us have taken Bills before our committees. I heard the Member saying that the students are claiming freedom of expression to demonstrate but under Article 24 of the same Constitution, there is a limitation of those rights and freedoms. If your right infringes on other people’s right, that is not freedom. I want to support what Hon. Jakoyo Midiwo has said. Let me say that cases of cattle rustling have become a big menace especially for us who come from pastoralist areas. Cattle rustling has left irreparable and negative socio-economic issues among many communities. As I speak, in Marakwet East, we are waiting to bury two people this weekend as a result of cattle rustling which happened two days ago. It is a very serious issue. The Deputy President called for a meeting, which was to be attended by Senator Kipchumba Murkomen, myself and other Members, including the Member for Sigor. We were supposed to go there yesterday with the Deputy Inspector-General, Mr. Kitili.
