  • 18 Feb 2015 in National Assembly: Hon. Speaker, I just want to seek your indulgence and clarification about the three Members who have just been suspended. One of them is a Commissioner of the Parliamentary Service Commission (PSC). That Commissioner has just been suspended because of gross misconduct. I believe that the provisions of Article 251 of the Constitution are sufficient enough for the removal of that Commissioner from office. Article 251 says:- The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view

Let me say this: You cannot appreciate this Bill hon Members until when you have an incident such as what we saw in Kieni where 20 people were killed. You cannot appreciate this Bill until when you hear the cries of the Migori or Kisii children whose parents were killed on their way from Garrissa. Many people were laughing but when your daughter or wife are stripped then you will appreciate this Bill. This is a good law.   • 4 Dec 2014 in National Assembly: environmental committees because this is where we have seen so many environmental matters which are supposed to be implemented but they are confined to the national level. We want to give the county governments a share to manage forests because if you look at the Kenya Forest Service (KFS), they are managing it from Nairobi and they have only one or two offices within the county governments. If we can have this in place, I think it will be good. I support. view

This is especially in the area of environmental impact analysis which was incorporated in this Bill. I do not know how this part will be approached. Temporary Deputy Speaker, NEMA was formed so that it can help in the area of environment, but you find that people bribe their way so as to be allowed to build in water catchment areas, rivers and along sewer lines. It is our hope that this Bill will address these issues. The other issue is the involvement of counties in environmental conservation. In a way of appreciating devolution, it is good that this Bill has brought the county government to work together with the national Government on issues to do with the environment. view
