  • 4 Dec 2014 in National Assembly: One of the mandates of the committee is to act on behalf of the communities or the people who are affected by the environment. They replace the Public Complaints Committee (PCC) that was there before. They also go ahead to litigate for them. It will go a long way to assist the communities, which have had a lot of issues with the environment. Therefore, I would like to support and congratulate the Chair for bringing this very good Bill. Thank you. view
  • 27 Nov 2014 in National Assembly: Hon. Temporary Deputy Chairlady, I rise to support this amendment. In many cases, we have seen people who have been arrested dying in cells and their families are not informed. This amendment will help. The amendment is also very clear that when someone is arrested, the first thing that the police should do is to provide communication to their families. I want to tell hon. Mwaura that they will not be allowed to have cellphones. The police will provide a means of communication so that they can communicate with their families. I support, hon. Temporary Deputy Chairlady. view
  • 27 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Chairlady. I support and say that it is very important that the people in prison are given an opportunity to go to church or mosque so that they can worship. Again, on the vocational training, we have seen that these are people with skills and expertise. We ask the Government to also give them new tools so that they can improve their skills. When they get out of there, they will become productive people in the community. I support, hon. Temporary Deputy Chairlady. view
  • 27 Nov 2014 in National Assembly: Hon. Temporary Deputy Speaker, thank you for giving me this opportunity to contribute to the Presidential Speech on the state of national security. I want to tell the President that the state of national security in the country is worse than ever before. view
  • 27 Nov 2014 in National Assembly: With the series of killings we have experienced in this country in the last three months, it is very serious that the state of security in this country is wanting. I want to state that as a country, we do not have a policy. We do not have a national security policy in our country. This is very serious in managing security of a country. The runaway security in the country is purely because we do not have a national security policy. Last time the Cabinet Secretary, Mr. ole Lenku was here and the Principal Secretary by then, Mr. Mutea ... view
  • 27 Nov 2014 in National Assembly: country can have a national security policy. Let us not cheat ourselves. We have seen Kenya sending the KDF to Somalia to secure it yet we are not secure ourselves. view
  • 27 Nov 2014 in National Assembly: It is time we called back our forces to defend the citizens of Kenya. They should come and secure the citizens of Kenya and the boundaries of Kenya. You can imagine where we lost 28 lives of Kenyans last week, there was a KDF camp not long ago. It was removed only a week before that incident. On the issue of funding for the security docket, the National Police Service had a Kshs70 billion allocation in the Budget approved by this House. The Kshs70 billion is administered from the Office of the President. When you go to the Inspector-General or ... view
  • 26 Nov 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. In as much as many hon. Members have a passion to contribute to this Motion, will I be in order to call upon the Mover to reply? view
  • 26 Nov 2014 in National Assembly: The Temporary Deputy Speaker (Hon. Cheboi): Considering the mood of the House, I will put that Question slightly later. I would like to give a chance to a few more hon. Members. I can see that we have 18 hon. Members who want to contribute. I can hear a big “yes” from the hon. Member for Igembe North, yet I can see that he is the last on the list, thus making it extremely difficult for me to pick him. Let me give a chance to two more hon. Members from this side and one from the other side. I ... view
  • 13 Nov 2014 in National Assembly: Hon. Speaker, I want to confirm that I am a Member of the CIOC, and that the Cabinet Secretary appeared before my Committee when she was also supposed to appear before the Committee on Lands. Apart from that, we also need to seek clarification from the leadership of the House in both the National Assembly and the Senate. This is because a Committee of this House summons a Cabinet Secretary to appear before it on a certain issue and then a Committee of the Senate calls the same Cabinet Secretary on the same matter. We are not saying that our ... view
