  • 12 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I rise to support the amendment. This is very important and I want to congratulate my colleague, hon. Chachu for coming up with this amendment. You have seen the drought which has recently affected so many parts of the country. We have seen people eating roots and others dying because of hunger. If we have this Fund in place, it will go a long way to assist and mitigate such measures. I support. view
  • 11 Nov 2014 in National Assembly: Thank you, hon. Deputy Speaker. These Adjournments Motions have never yielded anything, especially in terms of insecurity in this country. I think there is a serious problem of insecurity in this country and we cannot be rising to adjourn the House every other time. We have not seen anything coming out of it. Can the Chairman of the Departmental Committee on Administration and National Security tell us why this is the case because we have been rising so many times over this issue? view
  • 28 Oct 2014 in National Assembly: Thank you, hon. Chairlady. I want to oppose part of the proposed amendment to Clause 13.As we speak, the Government is in the process of collapsing together so many parastatals, and here we are creating more parastatals. We would like the Departmental Committee Chair to tell us whether this is a corporation that is going to stand on its own, and without a budgetary allocation from the Treasury. I support part (b) of the amendment but oppose part (a). view

Speaker, almost a month ago, I asked for a Statement from the Leader of Majority Party concerning the confusion that was created by the Kenya University and Placement Board, and the Kenya Medical Training College. The Leader of Majority Party needs to take the business of this House very seriously. He needs to lead by example. He undertook to bring the Statement in three days’ time but it has taken almost two months. Therefore, I want him to respond to me about the Statement that I sought two months ago. Thank you, hon. Before the President talked about the issue of the ICC and his visit to The Hague, he mentioned some few issues, especially what the Government has done in terms of security in the country. This is a very important issue. However, in the security sector, there is need for more legislation to provide some synergy and co-ordination. This has gone to the extent of the President’s security.   • 15 Oct 2014 in National Assembly: here, as one Member said, we need to look at it again. These courts should not be used as political courts. They should be used to serve the purpose they are supposed to serve. I know that we are still going to make a follow up on the Motion that had come to this House of pulling out from the ICC, if that is the direction it is going to take.   • 14 Oct 2014 in National Assembly: Thank you, hon. Speaker. I want to join my colleagues to congratulate Madam Charity Ngilu who appeared before us this morning. I have two issues to seek clarification on from the Leader of Majority Party and you, hon. Speaker. First, we have agreed and seen Cabinet Secretaries appear before the Committee of this House. Could they also appear in other Departmental Committee meetings? Secondly, and this has been a big issue is that Article 95 of the Constitution gives this House the mandate to resolve issues pertaining to the people of Kenya and more so the national issues.   • 14 Oct 2014 in National Assembly: of the National Assembly and also the Committees of the Senate on the same issues. I think we need to come up with a clear policy so that we do not waste a lot of their time. This is because apart from coming to address some issues here in Parliament, Cabinet Secretaries also have other issues out there to implement. This is especially on the manifesto of Jubilee.
