  • 1 Aug 2019 in National Assembly: Thank you, Hon. Speaker. I just want to seek clarification from the Chair on the remaining funds. Some of the constituencies have not received the full amount for the Financial Year 2018/2019. Hon. Speaker, as you have directed Hon. Murungi, we have unique constituencies. My constituency, though it has a small population, has problems. For example, we use donkeys to transport a bag of cement from a buying point to a school. We have our challenges. We want the formulae for allocation to remain the same, so that every constituency gets an equal amount. view

If you go down to the far areas of this country, there is money meant for women at the grassroots, but it is being used in board rooms. This afternoon, we were discussing about sanitary towels for our girls. Just like we do in the National Government Development Constituencies Fund (NGCDFF), all the money meant for sanitary towels must be divided into 47 counties. view

However, the NPRs that were recruited in our areas because of insecurity have never been paid. To make it worse, they were withdrawn some months ago.   • 19 Jun 2019 in National Assembly: I want to say this, Hon. Temporary Deputy Chairman. IPOA should not discriminate policemen. Policemen in this country have been intimidated by this institution to an extent that they cannot even discharge their duties. Policemen are actually discharging their duties with fear. How can a policeman go out to arrest a criminal with a gun and you tell the policeman that he needs to arrest that person. When they kill, they are told they should appear before IPOA. One, I want to ask the committee, as they look into this Petition, not only to focus on Ndaragwa Constituency. As we have heard, many members are raising issues because the classifications that were done before were skewed. If you check the Equalisation Fund, you will find that there are some areas that benefit from it while there are areas under similar conditions and environment that do not benefit from it. Hon. The President insisted that it is good for leaders to come together through the BBI, which we all support. We are saying it should embrace all Kenyans.
