Thank you, Hon. Speaker for your guidance and direction on this Motion. We are a House of records. The ruling you have given will go a long way to chairs and Members of the various committees who have become mischievous in their report writing. Yesterday, you ruled against a Report that was mischievously brought to this House concerning a doctor. Yes, there is a problem. There were two reports over which the Speaker ruled yesterday.

Thank you, Hon. Speaker. I am saying that it is important that this Committee, led by the Chair, who is my friend, withdraws this Report from the House. They can go back as a Committee so that they write their report again in conformity with your ruling.

I thank you, Hon. Speaker. The question here is the admissibility of this Report. My colleagues said that the Report has some issues of constitutionality. However, let us debate it and move on and then we amend it later by deleting those clauses. We said that this is a House of traditions. There were some cases before where admissibility of debate was ruled by the Speaker.

The issue raised by the Leader of the Majority Party is very important. It is an issue of constitutionalism. As much as Article 95 of the Constitution gives Members of Parliament power to deliberate on any issue of national importance, there is a procedure on how to go about it, which is provided for in the Constitution. If we deliberate that commissioners misappropriated money in the commission, the Constitution provides the procedure for removing them. Thank you, Hon. Speaker, for giving me this opportunity to also say something about what Hon. Ichung’wah has said. Hon. Ichung’wah is right, especially when quoting sections of the Standing Orders to do with declaring interest. That one is right. Hon. Ichung’wah was totally wrong when he went to the extent of saying that the Member of Mathioya is representing his own personal interests in The electronic version of the Official Hansard Report is for information purposes only. The amendment was good. Tenders of insurance normally state that only underwriters can apply. The Member was proposing that brokers be considered in that tendering process. That was a good amendment and you approved it. We will follow your Communication, but we must rebuke Hon. Ichung’wah.
