On a point of order, Mr. Speaker, Sir. The Assistant Minister is charged with the responsibility of managing our schools. I have asked him a very simple question and he is avoiding it. How have these schools been able to sustain their programmes?

Mr. Speaker, Sir, I would like the Assistant Minister to take this business seriously, because it is affecting the children and schools in this country. More so, these are children who belong to the poor. This is because the children of the majority of the rich are in private schools. The Assistant Minister has alleged that he started releasing the money in September and yet school programmes run from January to December, while the financial year of the Government runs from July to June. The recruitment of the Armed Forces servicemen from the National Youth Service has raised serious concerns in this country. From the entire Nandi, not a single candidate was picked. Could the Assistant Minister lay the list on the Table within one week?

On a point of order, Mr. Temporary Deputy Speaker, Sir. You have heard the Assistant Minister say that he wants to lay the list on the Table within two weeks. Is he in order, first of all, to accept one week and again change the situation? This is a serious concern. In this age of Information Communication Technology (ICT), we should be able to get that list in a day.

Madam Temporary Deputy Speaker, I would like to thank the Assistant Minister. However, I would like to ask him how long it takes to start the construction where there is no land. In Kabiyet which is in my district, we have land but no work is on-going.

Madam Temporary Deputy Speaker, this is a very, very important Question and that is why it is by Private Notice. I am in concurrence with the Assistant Minister that he could avail the answer tomorrow. The correction to the first part of the Question is that we wanted the disbursement from January, 2009.
