Mr. Temporary Deputy Speaker, Sir, we expect and I want to make it very categorical that once the TSC commissioners have been vetted, we expect them to go beyond and vet the other staff up to the lowest levels. We are aware that they have already posted some County Commissioners. I want to indicate here that there is need for TSC once reconstituted, to even vet the County Commissioners afresh and ensure equity, that out of the 47 counties it should be mandatory in the law that when they are picking commissioners, they pick at least one commissioner per county ...

Mr. Temporary Deputy Speaker, Sir, so, I want to support this Bill and invite all Kenyans, especially the major stakeholders not to speak outside there to the Bill. Now that it is before the House, let them come to my committee. Let them go to the Minister and present their views so that we capture this at the Third Reading.

An allegation has been made to the effect that an airbase of the Republic of Kenya has been used in the production and packaging of heroine and military vehicles used to escort drugs. According to the Standing Orders, when a Minister allows a colleague to give information, he is responsible for the information given. Mr. Deputy Speaker, Sir, while the whistle blowers can be doing a good job for this country, you have heard the Minister claim that it was after three years that a whistle blower was able to alert the Government that an officer was not performing his duties. Definitely, this is not how to run the Government. Could the Minister tell this House who was his immediate boss and what action has he taken against the immediate boss if truly he thinks this offence was committed?

Madam Temporary Deputy Speaker, the answer by the Assistant Minister is shocking to the people of Kenya. This ERC was established to remove the cartels and ensure that Kenyans pay for the actual price of fuel. The Assistant Minister has confirmed to this House that, actually, the price came down from US$126 to US$121.

On a point of order, Madam Temporary Deputy Speaker. Is the Assistant Minister in order to mislead the House that the price of fuel keeps increasing when, in his own answer, he has confirmed that, actually, the crude oil price declined from US$126 to US$121? Is he in order to mislead the House?
