  • 1 Mar 2012 in National Assembly: No, Mr. Deputy Speaker, Sir. You heard the Assistant Minister say before a DO is posted to a division, there must be a house, an office and a vehicle. Is he in order to mislead this House because, in my own constituency in Kosirai Division, Mosoriot, we have a District Officer who does not have a vehicle or motorcycle? He actually walks on foot. How was he posted? view
  • 1 Mar 2012 in National Assembly: Mr. Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Minister for Justice, National Cohesion and Constitutional Affairs regarding the leadership wrangles at the TJRC that is denting the image of the Commission and is likely to impact negatively on its much awaited report. Mr. Deputy Speaker, Sir, in the Statement the Minister should:- (a) State whether the annual audit report on the Commission for the year 2010/2011 by the Auditor-General has been issued and if so, if the Minister could table and also table the Ethics and Anti-Corruption Commission Report on the activities of the TJRC ... view

  • 23 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I want to sincerely thank hon. Dr. Khalwale for bringing this petition to this House. Indeed, the affected students who have graduated from MMUST, Egerton University and KU are over 500 in number. The Board has refused to recognize them. They have also appealed to my Committee and we have set 21st March, 2012 as the day when we have invited the KERB, the CHE, and MMUST to come and clearly shed light on the sufferings of these many Kenyans. Some of them even have First Class degrees, but they cannot practise because the KERB has ... view

Members in sending my personal condolence, that of the people of Mosop and the Members of the Parliamentary Network on Renewable Energy and Climate Change to the family, friends and the members of Kangema Constituency for the loss of a wonderful friend. He was a very hardworking Member of this august House and a very firm leader. I interacted a lot with the late Michuki as the chair of this caucus. We have been working very closely to develop the Climate Change Bill which is at ... view
  • 22 Feb 2012 in National Assembly: Mr. Speaker, Sir, I want to confirm to this House that as a Committee and together with the entire Parliament, we approved the Kshs3.3 billion for payment to these teachers. This is Kshs3.3 billion out of Kshs16 billion plus that the teachers require. It is absurd that we are coming to the end of the financial year before they receive this money. Mr. Speaker, Sir, the Minister has indicated that he is waiting for the legal opinion from the Attorney-General who is within the country; I do not believe he is outside the country. Have you given him the time ... view
  • 15 Feb 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let me from the onset thank Dr. Ottichilo for giving me two minutes of his time. I also want to sincerely thank him for this very important Motion. I thank the Minister for accepting this Motion and supporting it. The new Constitution contemplates equitable distribution of resources and to correct the historical injustices witnessed in our country. When you travel across this country you will realize that there are certain parts that will make you wonder whether you are actually still in Kenya. Sure enough, some of the communities in this country when travelling to ... view
