  • 21 Dec 2011 in National Assembly: Mr. Speaker, Sir, the Minister while answering part “c” of the Question indicated that the suspension of Capt. Waweru’s medical certificate did not lead to the loss of his job. Could he confirm to this House that the medical certificate is not part of the requirements by the Kenya Airways for employment of any person? view
  • 14 Dec 2011 in National Assembly: asked the Minister for Education: (a) why the Government has not paid the Adult Education Teachers in Nandi North and Nandi Central Districts their honoraria since June 2010; and (b) when they will be paid. view
  • 14 Dec 2011 in National Assembly: Mr. Speaker, Sir, I have not looked at the documents the Assistant Minister has tabled. However, I do not know whether the Assistant Minister is not aware or not serious in actually ensuring that these teachers are paid. This is because on 29th November, 2011 I received a call confirming the payment for five months up to November, 2010. To date, nothing else has been deposited there. The account is in KCB, Kapsabet and it is No.272970769. Could the Assistant Minister confirm that these teachers are actually going to be paid immediately? view
  • 14 Dec 2011 in National Assembly: Mr. Speaker, Sir, the earlier payment by the Assistant Minister indicated that the payment covering July, 2010 to June, 2011 was made on 10th October, 2010. What the Assistant Minister has tabled here confirms my fears that this was payment for July, 2010 to November, 2010. So, from January, 2011 to date nothing has been paid. Could he confirm that he is actually going to pay? view
  • 14 Dec 2011 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has misled the House in the past. He has tabled a document today claiming to have paid the teachers. The document states that payment was up to November, last year. He has not answered my question. When is he going to pay them their dues from January to date? These people are suffering! view
  • 14 Dec 2011 in National Assembly: Madam Temporary Deputy Speaker, the Vision 2030 is a wonderful document when you read it. It is a document that can move this country to greater heights. However, the most important thing is the implementation of the same document. This document originated from the Government and the Government should commit itself to the full implementation of the same. Of late, we have seen that the Government has not committed itself to some of the proposals and has not implemented them, for example, the employment of 28,000 teachers every year to ensure that we achieve the Vision 2030. What is the ... view
  • 13 Dec 2011 in National Assembly: Mr. Speaker, Sir, this country is rich in culture and this Ministry is expected to promote that culture. We find the culture right in the village, where the very needy actually do participate. Could the Assistant Minister confirm that come next year, because they are supposed to promote this, he will include it in the budget so that Kenyans can fully participate in this programme? view
  • 17 Nov 2011 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Higher Education, Science and Technology the following Question by Private Notice. (a) Is the Minister aware that Council Members of the Jomo Kenyatta University of Agriculture and Technology (JKUAT) were replaced on 15th July, 2011, one year before the expiry of their term? (b) What informed the decision and why was it done only six months to graduation? (c) Can the Minister confirm that there is a relationship between the timing of the changes of the Council Members and the expiry of the Deputy Vice-Chancellor’s term? view
  • 17 Nov 2011 in National Assembly: Mr. Speaker, Sir, I want to thank the Assistant Minister for confirming my fears. This Question came on 8th November, 2011 and the Assistant Minister indicated that the interviews were ongoing. Today he has confirmed that, truly, on 7th November, 2011 the gentleman was re-appointed. I want to thank him for confirming that the process was not procedural. Mr. Speaker, Sir, to confirm my fears, allow me to indicate here that on the same 8th November, 2011 when this issue was on the Floor, a letter was written by a one Eng. Julius Riungu, who is the Chairman of the ... view
  • 17 Nov 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. You have heard the Assistant Minister say that they are now trying to convene meetings. Earlier on, he had indicated that they are negotiating. This case has appeared before my committee. We have shared with them our concern and they have been telling us that they are negotiating. Many Kenyans have suffered for more than five years. Others have suffered more than ten years. Some even with first class honours degrees. Could he confirm to this House that for the last seven years--- view
