On a point of order, Mr. Deputy Speaker, Sir. While I appreciate what the Deputy Leader of Government Business has brought to your attention, this is a very important Question. Secondly, the Minister himself was within Parliament five minutes ago and, indeed, if he was to go, he should have brought that to your attention. Is he in order to request a postponement of a very important Question to this House?

Mr. Speaker, Sir, I beg to ask the Minister for Higher Education, Science and Technology the following Question by Private Notice. (a) Is the Minister aware that Council Members of Jomo Kenyatta University of Agriculture and Technology (JKUAT) were replaced on 15th July, 2011, one year before the expiry of their term? (b) What informed the decision and why was it done only six months to graduation? (c) Can the Minister confirm that there is a relationship between the timing of the changes of the Council members and the expiry of the Deputy Vice-Chancellor’s term?

Mr. Speaker, Sir, the Minister was supposed to clarify an issue that she had indicated in her answer; that the process of appointing the Deputy Vice-Chancellor was on-going. But I did indicate that it had already been finalized.

Mr. Speaker, Sir, this Question has been on the Floor for the last two months. On 12th October, 2011, he actually indicated and tabled a document showing that payment had been made. I confirmed that there was no payment and that is why this House resolved that he comes back to confirm the payment. During this period of ICT, I do not see why the Assistant Minister cannot bring that information today. I have no problem giving him two weeks, but this House should take note that these teachers have not been receiving honoraria for the last one-and-a-half years. I ...

On a point of order, Mr. Speaker, Sir. In his own submission, the Assistant Minister has indicated to this House that he will liaise with the Ministry of Water and Irrigation to clear the weed. But now he is saying that, that weed purifies water. Is he in order to contradict himself?

Mr. Temporary Deputy Speaker, Sir, the first clarification that was sought was whether lecturers or the teachers must go on strike for them to be heard. Could the Minister confirm to this House that over the past period, teachers and lecturers whenever they go on strike, the Government actually acts to their demands and, therefore, that possibility is there?
