  • 21 Jul 2011 in National Assembly: Mr. Speaker, Sir, you have heard the Assistant Minister trying to deny a letter from his own Ministry. He is trying to ask a question that, we, as Members of Parliament should be asking. Why did the TSC promote the teacher when he was no longer under the TSC? Is that not mismanagement in the Ministry? view
  • 20 Jul 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. While I thank the Assistant Minister, such cases are rampant across the country. When civil servants or security officers find themselves in this situation, the Government normally takes too long to process the gratuity. In this case, it has taken almost two years and yet most of these officers have very many dependants. They have children who go to school and, therefore, this affects the payment of fees and sometimes some of them drop out of school. The reason given always is failure by the family to submit documents. What has the Assistant Minister ... view
  • 20 Jul 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. While I appreciate your ruling, this is a case of 1997 and--- view
  • 20 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, my point of order is that yes, the Appeals Board will sit, but could the Assistant Minister give an indication on the timeframe; two months or three months because there must be so many other cases? Otherwise, the indication that it can take three years is really of serious concern. As a matter of policy, could he give an indication of a timeframe? view
  • 20 Jul 2011 in National Assembly: asked the Minister for Public Works:- (a) why the construction of the New Mitihani House, which started 25 years ago, has not been completed; and, (b) when the project will be completed. view
  • 20 Jul 2011 in National Assembly: Mr. Speaker, Sir, I want to thank the Minister for being candid and open, especially on the fact that this project was started 25 years ago and is yet to be completed. There are no clear indications as to when it will be completed. The Minister said that the project has a committee, and that there was serious undertaking by the Ministry that this project would be completed in December, 2011. However, he is now pushing the completion date to 2012. He has indicated that the sixth floor would be completed by 1st December, 2011, which means within this year. ... view
  • 20 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, these are very serious concerns given the fact that the Government gives a lot of money to the Rural Electrification Authority (REA) and we also give a lot of money to it through the CDF. Interestingly, after extending the lines, they hand over the same to the KPC, which the Assistant Minister has confirmed today is no longer a Government parastatal. Would I be in order to support the sentiments that the PIC investigates this and brings up a comprehensive report on the connection between the two and why the Government is still pumping a lot ... view
  • 16 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. With due respect to my brother here, Mr. Mbadi, is it in order to claim that because of population explosion in that area, they asked these people to go away, yet the Constitution allows every Kenyan to live in any part of this country? view
  • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I beg to give notice of the following Motion:- THAT, this House adopts the Report of the Departmental Committee on Education, Research and Technology on the Petition on the ownership and management of Aga Khan Primary School, Nairobi laid on the Table on 15th June, 2011. view
