On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Assistant Minister in order to confuse and mislead the House? He has indicated here that David Koech did not appeal within seven days and I have said that I have those documents and asked him whether if I avail them to him, he will consider reinstating him. He is now telling the House that already he knows that Koech appealed, but he could have appealed through the wrong channels. Is he in order to mislead the House?

Mr. Temporary Deputy Speaker, Sir, the issue of IDPs has been with us for quite some time. I think as a leadership, we must bring it to a close, because many Kenyans are suffering in the IDP camps. One of the questions that Mr. ole Lankas asked was for the Assistant Minister to provide the details of the parcels of land the IDPs were occupying prior to the post-election violence. Mr. Speaker, Sir, in order for the Government to encourage and assist the very poor to access education at the polytechnics, the hon. Assistant Minister has confirmed that the Ministry actually pays to the tune of Kshs15,000 per student. The truth on the ground is that the same polytechnics still charge the same fees that were charged before this subsidy. What has the Ministry done to ensure that whatever parents were paying is completely waived and that the children can access village polytechnics free of charge because the Government is paying Kshs15,000 per student?

Mr. Speaker, Sir. I want to thank the Assistant Minister for his answer. However, listening to him very keenly, it looks like the investigative team is not serious with its work. The Assistant Minister has clearly stated that one Joseph Kiptarus, who was part of the investigation team, was actually shot dead and to date, they are yet to get the culprits. What has the Assistant Minister done to ensure that many others are not kept off the real investigation? What has he also done to ensure that the culprits â those who killed Joseph Kiptarus â are actually apprehended?

Mr. Temporary Deputy Speaker, Sir, the Laisamis-Lemuroi Road, as indicated by the Assistant Minister, is 131 kilometres long. He is claiming that it is under the purview of CRC. He is advising the roads committee to prioritize the road. Assuming that it is the only road in Laisamis, how many kilometers of that road can be done by Kshs22 million?

asked the Minister for Roads:- (a) whether he is aware of the permanent weighbridge which has been mounted on the road at Maili Nne in Eldoret, thus obstructing traffic flow on the busy Eldoret-Malaba Road; and, (b) what urgent measures the Ministry is putting in place to ensure smooth flow of traffic on the said road.

Mr. Temporary Deputy Speaker, Sir, this weighbridge was actually fixed in the middle of the road. I want to thank the Assistant Minister for confirming that it had caused serious traffic jams. I also want to thank him for having acted after I brought this Question to Parliament, and even before the Question came to the Floor of the House.

After they removed that weighbridge, they installed a mobile weighbridge some kilometers before the junction to Kitale. Now that he understands that weighbridges cause traffic jams, could he consider removing that mobile weighbridge as well since it is causing similar traffic jams, until they set aside a place by the road side, where lories can be weighed?

Mr. Temporary Deputy Speaker, Sir, I also want to sincerely thank the Assistant Minister for that very clear directive. I hope it will be implemented to the letter. If I got him right, he said that in case one is found to have committed some criminal offence after being selected, they will be disqualified. We are aware that recruitment of officers is based on constituencies. If ten people are to be recruited from Mosop and then, say, five people are disqualified based on that, could he consider recruiting another five people from the same constituency?
