  • 30 Mar 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. In addition to what my colleague has said, the Assistant Minister is taking this matter very lightly. For his information, over the weekend, I had over 50 senior citizens from my constituency wondering why they are not benefiting from these funds while other Kenyans are. The Assistant Minister has just given a blanket suggestion that he has requested for some money from the Treasury. Could he also, as you consider deferring this Question, come back with the strategic plan of the Ministry showing when the Ministry intended to ensure that this ... view
  • 1 Mar 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. While I appreciate what hon. Mbuvi has said, in your ruling it is important to take note of the many youth in this country, including students in our primary and secondary schools. By ruling that it could be in order, the expectation will be that tomorrow you will see all students wanting to walk into class in that kind of dressing. I believe that by not allowing that in the House, we are not stopping hon. Mbuvi from putting on that outside this Chamber. I ask that you consider the youth ... view
  • 1 Mar 2011 in National Assembly: Mr. Deputy Speaker, Sir, the intention of the ESP was to stimulate the economy almost immediately. Because of that, the Ministry of Finance directed the committees at the grassroots that when they award a contract to a contractor, that contractor should not qualify for a second project because the projects were supposed to be completed within the shortest time possible. A company known as M/S Wilkoli Building and Civil Engineering won a contract to construct a health centre in my constituency and, therefore, was disqualified by the committee from the market tender. Thereafter, he was awarded a contract at the ... view
  • 1 Mar 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I have made it very clear that this contractor could be using delaying tactics. In my constituency, in a place called Mosoriot, he has not started and yet there are no issues. I asked the Minister to confirm whether this contractor will complete work by March. Is the Minister in order to avoid answering the question? view
  • 1 Mar 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. This is a mega project. Kenyans are paying a lot for fuel in this country. Now that the Assistant Minister has confirmed that he can get more information, am I in order to request that we defer this Question, so that he brings all the necessary documents, so that Kenyans get to understand them and, therefore, be part and parcel of this project? view
  • 1 Mar 2011 in National Assembly: Mr. Deputy Speaker, Sir, as I thank the Assistant Minister, many co- operatives in this country have collapsed with a lot of money from members. This is because of management’s failure to follow procurement procedures and involvement in corruption and mismanagement. The PPOA falls under the Office of the Deputy Prime Minister and Ministry of Finance which has power to recommend for prosecution or stop the contract. Why did they decide to hand over the report to the KACC which may take one or two years while the members are suffering? Why did they not take quick and necessary action ... view
  • 1 Mar 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. While the Assistant Minister has fears on the cancellation of the contract, there was the second option addressed by the hon. Member. Why did they not recommend for direct prosecution with the information before them about the management team so that we do not face the same in future? Is he in order to avoid answering that question? view
  • 23 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, this is how our Government frustrates businessmen. Assuming that this businessman borrowed this Kshs3.2 million from a bank, are you convinced that this person is going to make any profit? Are you committed to pay this person his money plus interest, so that we can protect the business community of this country? view
  • 23 Feb 2011 in National Assembly: asked the Minister for Water and Irrigation:- (a) which constituencies are covered by the Lake Victoria North Water Service Board; (b) which projects have been undertaken by the Lake Victoria North Water Services Board; and, (c) whether she could also provide details, including implementation progress of specific projects in each of the constituencies, undertaken by the Board, particularly in Mosop Constituency. view
  • 23 Feb 2011 in National Assembly: I want to thank the Assistant Minister for the answer but I am shocked that the Ministry has spent over Kshs17 million on projects in my constituency and out of all these projects, it is only the Ndalat Water Project that has actually served the school. It does not extend to the shopping centre. Lelmokwo, Chepterwoi, Sarora and Kabiyet are yet to serve the people despite the fact that the Ministry has spent up to Kshs17 million. Lelmokwo and Mosoriot areas have never seen a drop of water and yet the Ministry has been spending money year in, year out. ... view
