28 Apr 2015 in Senate:
Mr. Deputy Speaker, Sir, everyone is concerned about the amount of insecurity in this country. The adjournment Motion by the distinguished Senator for Kakamega, if it was about the incident of yesterday, I would like to say that it is premature because the issue of surveillance of a person is a process. It is possible that all of us sitting here are under the radar of the intelligence organs of the State for one reason or another. So, the question of blaming the Parliamentary Service Commission (PSC) for having not taken action against this man, I think, is premature. First ...

9 Apr 2015 in Senate:
Thank you, Mr. Deputy Speaker, Sir. I want to confirm that I know the conditions of the headquarters of Tana River because I was a District Commissioner there. We were in Lamu the other day with Sen. Moi; I know about Nyandarua because I was the District Commissioner in Laikipia for many years, and Tharaka-Nithi are my neighbours. But having said that, Mr. Deputy Speaker, Sir, I want hon. Senators to know that these conditions are not unique to those four counties. Kitui County rents a building from the Ministry of Water and, in fact, you recall that even the ...

25 Mar 2015 in Senate:
Mr. Temporary Speaker, Sir, I want to thank you for giving me this opportunity to make my contributions to this very important Bill. Let me say that this country has been in the fore-front of talking about the environment. We are very advanced on paper in terms of the environment. We even house the United Nations Environmental Programme (UNEP). This was a foresight by our forefathers to provide this global facility in our country. The late Prof. Wangari Maathai was recognized internationally as an environmentalist to the extent that she got a Nobel Peace Prize for her role in the ...

18 Mar 2015 in Senate:
Mr. Speaker, Sir, I would like to draw your attention and that of the House to the fact that this is the third time that this matter is coming before this House. On 19th February, 2015, the Chairman actually read us an answer to this matter and was asked to bring a further answer the following week, which was last week. He came and asked the House to give him until today. It is apparent that the Ministry is engaging in a cover up. It is covering up something and is reluctant to release the information which is in the ...

17 Mar 2015 in Senate:
Mr.Speaker, Sir, my point of order is, first, to thank the Chairman for seeking the indulgence, but it is not by accident that these distinguished Speakers are here today. They are here because their services have been ground to a halt. The assemblies cannot perform the tasks that have been given to them by the Constitution. The House is asking that the Chair goes quickly not “ile Alhamisi ambayo haijulikani ” and bring a Statement here. We want county assemblies to function because it appears to me at least that there are efforts to stifle the activities of county assemblies ...

Mr. Temporary Speaker, Sir, indeed, the Chairman has come to me but when he came to me, he had to freeze because you were on your feet. Yesterday, the Chairman read a Statement --- I am told that you are not listening but I think you are listening now.
