  • 31 Jul 2014 in National Assembly: Mr. Speaker, Sir, I really want to emphasize what Sen. (Prof.) Anyang’-Nyong’o has said. The fact that they are showing that some counties did not complain or there were one or two complaints does not mean that people in those counties were satisfied. We can narrate here cases of corruption and unfairness. There were cases of people who ran and become number one. However, in the evening, they were told that they did not qualify, simply because they were unable to part with money that was being demanded. Therefore, to do justice to Kenyans, the Government should cancel this exercise ... view

  • 30 Jul 2014 in National Assembly: Mr. Temporary Speaker, Sir, I thank you and I will be very brief. First, I want to appreciate the contribution by Sen. Murungi, Sen. Sang and Sen. Kajwang. We have figures here and they look beautiful. For the case of my county, Kitui, I see Kshs6.3 billion. Last year, it was something like Kshs5 billion. They are good figures but during the year that is ending, there has been hue and cry about the manner in which counties have spent the monies that we allocate. This is the place we should start. We are asking for more money but are ... view
  • 30 Jul 2014 in National Assembly: Thank you, Mr. Temporary Speaker, Sir. I was going to urge the Auditor General, who has so far done a good job, to ensure that he audits the national Government accounts to be current so that the allocation is based on real figures and not figures that are assumed to be there when they are not there. I also want to congratulate Sen. Sang because he agrees with this side of the House that a referendum is necessary in order to correct many things that are wrong. I hope that when questions are framed, we would be on the frontline ... view

  • 24 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, I stand to seek a Statement from the Chairman on the Standing Committee on Lands and Natural Resources. I seek this Statement regarding the intended allocation of the 400 acres of land at Kanyanyooni, Kitui West Constituency of Kitui County. The land in question is public land as defined under Article 62(2) of the Constitution. From reliable information that I have, the Cabinet Secretary intends to allocate the said land to the National Security Intelligence (NSI) contrary to the Constitution. To the best of my knowledge, neither the people nor Kitui County Government have been consulted ... view
  • 24 Jul 2014 in Senate: Thank you, Mr. Deputy Speaker, Sir. As a Commissioner chairing the subcommittee on Security, I want to assure fellow Senators that I have heard their sentiments. All the measures being undertaken are for the purpose of securing the premises of Parliament and also for ourselves. I understand the sentiments. I have understood what they have said. I want to assure them that we will review. However, please, as we were told in the Kamukunji that was held before these measures were introduced, we also want you to be understanding. We are going through difficult times and everything is being done ... view

  • 24 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, I undertake to do that. I will undertake every measure that is necessary. I am not saying that we will abolish everything. However, serious adjustments will be made, including the provision of zebra crossing that Sen. Sang has raised. view
