25 Sep 2014 in Senate:
Thank you, Mr. Temporary Speaker, Sir. Two minutes will be too short for me, but I will try. Mr. Temporary Speaker, Sir, first, I want to congratulate Sen. Ongoro for bringing this Motion. I rushed to this Chamber when I realized that it seemed like ladies were fighting for this, whereas, just as the good Senator has just said, this is a matter of two people. So, we rushed in here to come and tell our sisters that we are together in this issue. Mr. Temporary Speaker, Sir, we must start by recognizing where the rain started beating us. It ...

25 Sep 2014 in Senate:
Mr. Temporary Speaker, Sir, I am not challenging your ruling, but it is not irrelevant. The Mover of the Bill made a very relevant reference to the issue at hand. The subject is tolerance. He even referred to leaders who do not tolerate the views of others, like it happened in Narok, where the Governor of Bomet was told: “ Pesa sio yamama yako au baba yako.” That is the kind of tolerance that he is very ably articulating. Therefore, would I be in order to ask the Mover to tell us why this is happening under his watch as ...

24 Sep 2014 in Senate:
Mr. Speaker, Sir, the Chairperson says that he has just received his response while I received mine two weeks ago. Be that as it may, I am obliged to give the Committee time because this is a very important matter affecting Kitui County. Therefore, I will be patient enough to allow the Chairperson and his Committee to come up with a suitable answer.

24 Sep 2014 in Senate:
Mr. Speaker, Sir, I would like to correct what my friend has said. I got this from the office of the same Clerk that has delivered the same to him today. I got mine two weeks ago from the same Clerk. I am a complainant to the Cabinet Secretary for Lands. Therefore, there would be no way I would go and collect documents from her.

22 Sep 2014 in Senate:
Thank you, Madam Temporary Speaker. I just want to mention for the purpose of record that what has happened today is unprecedented. It has never happened in the history of Parliamentary procedure where, a Chair gives a Statement and a Member contradicts the same statement. If there are any differences, they should be resolved within the Committee. This House has been treated to something that should not be allowed to happen in the future. Indeed, I am informed that Members of a county assembly are here to learn about procedures. I hope they do not learn this procedure, because it ...

31 Jul 2014 in National Assembly:
On a point of order, Mr. Speaker, Sir. I was concerned about the question by Sen. Kanainza because it was even alleged that she was weeping because she wanted that statement given so quickly and it was so important. We have been anticipating it, particularly in view of the fact that she was weeping, can we get an opportunity to hear this statement?

31 Jul 2014 in National Assembly:
Mr. Speaker, Sir, it is only yesterday that the President launched an ambitious programme of road construction and talked about 10,000 kilometers in say three years to come. Now, you have heard the Chairperson say that a road that was contracted to be finished in January, this year, has only achieved 24 per cent completion. Now, the question I am asking my friend, the Chairperson, and unfortunately, he is the one to answer it, is: At this rate, does he think that this Government will deliver on this programme which we think is just hoodwinking Kenyans that roads are coming ...
