3 Dec 2014 in Senate:
Mr. Speaker, Sir, first, I have tremendous respect for the Senate Majority Leader. He is my very good neighbour and friend. However, on this one, I want to be very clear that previously, we have discussed this matter of Senators taking matters of the House outside. I remember during the case of the impeachment of the Governor for Kericho, certain Senators, including the Senate Majority Leader, went and declared support for that governor, thus making our work look like we are coming to rubber stamp what they had decided out there. Now, the good Senate Majority Leader says that they ...

2 Dec 2014 in Senate:
Madam Temporary Chairperson, I think there is some problem with the system. I did not ask for the Floor.

2 Dec 2014 in Senate:
Madam Temporary Chairperson, I have logged in because I like the proposed amendment. You are aware of the notorious behaviour of civic leaders, particularly when they are fighting or threatening. Therefore, I want to urge my colleagues to support this amendment, so that even a threat will constitute an offence. Thank you, Madam Temporary Chairperson.

27 Nov 2014 in Senate:
Mr. Speaker, Sir, I stand on a point of order. On 24th July, 2014, I requested for a Statement in connection with land in Kitui. This is 400 acres which was grabbed by the National Security Intelligence (NSI), a Government agency. You ordered the Committee on Lands and Natural Resources to look into the matter. In August, the Senate went on recess. However, on 2nd October, 2014, the Governor of Kitui County and myself appeared before the Committee to give evidence on that matter that we had complained about. So far, the Committee has not reported to this House on ...

27 Nov 2014 in Senate:
Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to make my contribution to this Bill, which I support subject to the views which I will express here. Mr. Temporary Speaker, Sir, I agree with those who raised earlier objections to the continuation of this debate on very important matters which we intend to amend. I also understand that this Bill has been in the Senate for a long time; from July until now. I would like to know whether before this Bill went through the National Assembly, they did public hearings on the amendments that were proposed. ...

26 Nov 2014 in Senate:
Thank you, Mr. Speaker, Sir, for giving me the opportunity to also raise concerns similar to the ones raised by the distinguished Senator for Kakamega County. We already have issues with the revenues collected by county governments during the transition period. As I speak, there are investigations by the CID that are going on in Kitui County about monies collected and not accounted for. Of more concern is that this House, through the committee chaired by Sen. (Dr.) Khalwale has attempted to summon governors to explain some of these problems. My concern is that what we have The electronic version ...

25 Nov 2014 in Senate:
Mr. Speaker, Sir, I note that the Order which has just been called in this Supplementary Order Paper, Order No.8, to discuss a Motion on a report that has been laid today, I think this can be termed as an ambush. We should be given the opportunity to look at the report so that we debate it as a Motion. It has been tabled today, 25th November, 2014 and immediately we are told to debate it. To be serious, we should be given time to debate this Motion after we have looked at the report.

25 Nov 2014 in Senate:
Again, I thank you, Mr. Speaker, Sir. I stand to support the Motion. Indeed, you and I have sat on the Chair during the Tenth Parliament. You and my colleagues know how strenuous the work done by the Members of the Chairpersons Panel is. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate.

19 Nov 2014 in Senate:
Thank you, Mr. Temporary Speaker, Sir, for giving me an opportunity to join my colleagues in mourning a very good friend of mine, the late Sen. Kajwang. Like many colleagues have said, I was woken up about midnight by the Member for Mwingi Central who informed me of the untimely death of Sen. Kajwang. I was shocked beyond words and true to the scriptures, I realised that we are flowers. We blossom and wither suddenly because we had spent the best part of yesterday with Sen. Kajwang. This morning, Sen. Ongoro, Sen. Moi and I visited the family of the ...
