  • 17 Feb 2015 in Senate: Mr. Speaker, Sir, I am seeking your indulgence in ensuring that this matter is dealt with quickly and that the directions that you gave are adhered to. With that, this House can now go back and resolve accordingly that the land be reverted to the people of Kitui and that the letter of allocation issued to the Treasury is cancelled forthwith. Thank you, Mr. Speaker, Sir. view
  • 17 Feb 2015 in Senate: On a point of order, Mr. Speaker, Sir. I just want to draw the attention of the House to the fact that the Motion was not debated and passed so that it can go to the Committee on Implementation. You will recall that that was the time we were adjourning and the Chair simply gave a report and we reacted to it. It never went to debate. Therefore, there was no resolution passed. The Chair of the Committee on Land and Natural Resources said he was going to intervene during the period of recess. I am aware that the Clerk ... view
  • 17 Feb 2015 in Senate: Mr. Speaker, Sir, I was raising an issue on point of order like Sen. (Dr.) Khalwale because you had also allowed me two issues and I raised only one. As I stood to raise the second one, you went to another matter. Will I be in order to request that we exhaust yours and then go back to Statements? view
  • 4 Dec 2014 in Senate: Mr. Temporary Speaker, Sir, I think there is some confusion here. First, I want us to appreciate the role that the reservists have already played because they are there and they are playing a good role. However, on matters of education, we are trying to improve the service. If we say that anybody can become a reservist and then we have to train them, how do we train people who cannot read and write? I am suggesting that the issue of education be left at “read and write” because it is important that when we train them, they follow the ... view
  • 4 Dec 2014 in Senate: Mr. Temporary Speaker, Sir, I stand to second this important Bill. It has taken over 50 years to come to this House. I want to congratulate Sen. (Eng.) Muriuki for coming up with such an important Bill. Potato is a very important food crop. If potato is farmed properly in this country, it has a potential of giving food security to the entire population of Kenya because some areas produce a lot of potatoes. A good example is Holland which has been mentioned here. However, lack of proper regulation and a body that looks after, advises farmers and even provides ... view
  • 4 Dec 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir, for this opportunity. I join my colleagues in supporting the Motion. While the Senate Majority Leader was moving the Motion, he said that the Senate has done very well and has passed 11 Bills. My view is that we have not done very well. In today’s Order Paper, we are leaving five Bills undone. I do not understand why we could not complete these Bills so that we say that we had dealt with 16 Bills instead of 11. I hope that when we come back, we will operate in a more efficient manner ... view
  • 3 Dec 2014 in Senate: Thank you, Mr. Speaker, Sir. First and foremost, allow me to thank the Standing Committee on Land and Natural Resources for carrying out an investigation as requested. Through this House, I received the report by the Committee and I want to seek a few clarifications. First, the Committee concluded that this land was irregularly or illegally allocated to the National Intelligence Service (NIS). Our own co-operative society is using the land and has cattle on it. It is unprecedented for NIS to take 400 acres. My issue is that despite the fact that the Committee acknowledges that this land is ... view

  • 3 Dec 2014 in Senate: Thank you, Mr. Speaker, Sir. You realise that this is a very a serious matter. Ordinarily, the report by the Committee should come to the Senate in form of a Motion, so that we can approve or not. It looks to me that we will not have that opportunity. In view of the gravity of this matter and the fact that we know that the title deed is under preparation, will I be in order to ask you, using your authority as the Speaker, to ensure through communication to the Ministry of Lands, Housing and Urban Development that this matter ... view
