  • 26 Feb 2015 in Senate: Mr. Deputy Speaker, Sir, in the interest of time, I will be extremely brief because I have only two points to make. I agree with the Senator who has just spoken. This allocation of resources by the CRA should be geared towards correcting the disparities in development that exist today. It is 52 years after Independence and some counties are reeling with underdevelopment. There is poor infrastructure. Even today there are counties without even a single tarmac road, yet we see roads crisscrossing some counties here and there. Therefore, this formula does not address that issue. Secondly, from the beginning ... view
  • 26 Feb 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir. I want to support this Motion very strongly and, in doing so, I also want to commend the Committee that has done such a good job. I want to carry on from where Sen. (Dr.) Kuti left off, on the issue of health. As we speak, the standards of health in most counties have fallen. A lot of dispensaries and health centres have no medicine simply because counties – particularly my county of Kitui – have not allocated sufficient funds to cater for these facilities. To make matters worse, the national Government previously used ... view

  • 19 Feb 2015 in Senate: Mr. Speaker, Sir, I want to raise two issues; one is the same one I raised on Tuesday. Mr. Speaker promised to take action in relation to the land in Kanyonyoni in Kitui County, which as I said, was being taken by the Government, National Security Intelligence (NIS). You promised to take action to ensure that nothing happens, in view of the report that was produced by the Committee on Land and Natural Resources. So, I will be seeking your position on this matter and if you have any progress report to make to the House as promised. STATUS OF ... view
  • 19 Feb 2015 in Senate: Mr. Speaker, Sir, I appreciate that and I am willing to wait until then. But with your indulgence, I want to emphasize the importance of this Statement, not only to the County of Kitui, but to the Republic. Today, I have heard of demonstrations in Kericho on the same issue and, therefore, the Chairperson may wish to take this matter very seriously. On the other issue of the land, the HANSARD will bear me out that on the 3rd of December, 2014, when we gave you the gravity of the matter, you undertook to ensure that within that period of ... view
  • 19 Feb 2015 in Senate: Madam Temporary Speaker, first and foremost, I want to congratulate my younger - I do not know whether to call him brother or son - for this well thought-out Motion. In fact, in a way he has done the job that I wanted to do because when I was campaigning I assured the people of Kitui County that the first duty I will do is to ensure that the boundary between Kitui and Tana River counties is properly defined. I am glad that my friend, Sen. Bule is here because he is aware of the problems that have existed. We ... view
  • 17 Feb 2015 in Senate: Mr. Speaker, Sir, I rise on a matter that has been going on for a long time. This is in relation to the proposed allocation of land at Kanyonyoni in Kitui County to the National Intelligence Service (NIS). The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 17 Feb 2015 in Senate: Mr. Speaker, Sir, I am surprised that the distinguished Senator can raise such an issue when he knows that schools’ and churches’ land has been grabbed. It is even more serious because those pieces of land are being grabbed by private developers. Our land is being grabbed by the Government of the Republic of Kenya. Mr. Speaker, Sir, you may be aware that the NIS is grabbing land all over. They have grabbed land in Lamu, Laikipia and--- view
