  • 23 Jul 2014 in Senate: Thank you, Mr. Deputy Speaker, Sir. I just wanted to rise on that same issue and ask the Chairperson not to ask for two weeks because this is a matter that is at hand. Even today, this matter was raised in the National Assembly and an answer was given today. So, I think we should not appear to be gagging this House so that whenever we have a question, you postpone it and say you will give it on a day when you know it is impossible so that the matter dies off. Mr. Deputy Speaker, Sir, Sen. Billow wants ... view

  • 23 Jul 2014 in Senate: Thank you, Mr. Deputy Speaker, Sir, I also want to thank Sen. Khaniri for giving the answer that he did. Indeed, it was a big contrast between both sides. You saw how efficient Sen. Khaniri was. He told the House that the Cabinet Secretary said that they need time to sort out this issue because it appears not to be clear. If that is the case, I want him to tell us why the Cabinet Secretary went to the site in Konza and declared that it was a concluded matter, not subject to negotiation, that Konza The electronic version of ... view
  • 22 Jul 2014 in Senate: Thank you, Mr. Deputy Speaker, Sir. I just want to briefly make a point. First is to congratulate the Mediation Committee for doing a good job and particularly our representatives in the Committee, Sen. Billow, Sen. Mutahi Kagwe and Sen. Mutula Kilonzo Jnr. • 17 Jul 2014 in Senate: Thank you, Mr. Speaker, Sir. Our hearts go to the people of Turkana County and indeed to those of other areas that have been subjected to attacks regrettably without Government response. For how long are we going to go through this kind of thing where every day we are receiving reports of communities being attacked by people known or unknown, and the sad thing is that we never hear of arrests or situations we are told, they killed so many and we killed so many. Two years ago, I accompanied the former Prime Minister to a place in Turkana called ... view
  • 17 Jul 2014 in Senate: Mr. Speaker, Sir, I am seeking for further clarification from the Ministry whether they are satisfied that the security of the people of Turkana and indeed the security of other people including those in Lamu is being taken care of by the Government as it should be. • 16 Jul 2014 in National Assembly: Mr. Speaker, Sir, I rise to make a general Statement on a matter that is very dear to my heart and, indeed, to this honourable House. It is only a month ago that this Senate passed a Motion urging the Government to release all KCSE certificates held by heads of schools since 2006 on account of school fees balances. On Monday 14th July, 2014, the Deputy President, while officiating at a function in Murang’a County directed heads of schools to release these certificates unconditionally. I take this opportunity to congratulate the Deputy President and, indeed, the Government for this move. ... view
  • 26 Jun 2014 in Senate: Mr. Deputy Speaker, Sir, I am standing on a point of procedure. Did you hear Sen. Sijeny say “I have served him with a copy?” The language here is: “I have laid it on the Table.” This is not a court process. Mr. Deputy Speaker, Sir, secondly, I think that we are overwhelming our Chairpersons by requiring them to deliver copies of their Statements to the Members who have sought them. That is the work of the clerks. When a Statement is received, I would like you to direct that the clerks should ensure that those who asked questions are ... view
  • 25 Jun 2014 in Senate: On a point of order, Mr. Deputy Speaker, Sir. It must go on record that the other side of the House is not very serious in the manner in which they are carrying out the business of this House. We have just postponed the voting of an important Bill, Bill No.2 of 2014 because one of them is not in the House. Again, another Motion by the Senate Majority Leader is to be postponed; two important businesses in a row from the Government side. It is important for the House to take note that the other side of the House, ... view
