Kilonzo, who I respect very much, came here with a list that was authored by none other than Justice Ringera, who has totally failed in his duty, can be justified by not speaking. Mr. Deputy Speaker, Sir, I have always been an admirer of the Higher Education Loans Board (HELB) because of the good work it has been doing in assisting students complete their university education.
