  • 20 Aug 2009 in National Assembly: I know them; I worked with them! I was the District Commissioner, Tana River, and they made Hola and Bura irrigation schemes collapse. They have made others collapse and I do not think this time round they will make any success. That is all for that! view
  • 19 Aug 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I am requesting that Question No.410 which you have deferred to Tuesday be brought forward to tomorrow afternoon. view
  • 13 Aug 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I stand here to second this Motion. Let me start by congratulating the Minister for Tourism for the work that he has done to put our tourism sector in the world map. He just told us about the awards that the various bodies of the Ministry have won, including himself. No wonder that even before hon. Balala became the Minister for Tourism, when he was Mayor for Mombasa, he had distinguished himself as an ambassador of tourism. I think this was really a right decision for His Excellency the President to appoint him ... view
  • 13 Aug 2009 in National Assembly: With those few remarks, I beg to second and reserve my right to know what happened to my 10 minutes. view
  • 12 Aug 2009 in National Assembly: Mr. Speaker, Sir, as you can see, this is a cross-cutting Question involving not only the Ministry of State for Defence but also other Ministries; the Ministry of Foreign Affairs, the Office of the President and Ministry of State for Provincial Administration and Internal Security. Therefore, I have already discussed with the Questioner. I am seeking the indulgence of the House to answer this Question on Tuesday next week as we are continuing with some consultations with the Ministries I have mentioned. view
  • 12 Aug 2009 in National Assembly: Yes, Mr. Speaker, Sir. view
  • 12 Aug 2009 in National Assembly: Mr. Speaker, Sir, I seek your indulgence to comment on this matter while I am on this side of the House. The Question was exhausted. It was finished, it was not deferred. The only requirement the chair gave to me was to lay the list on the Table, which I have already done. So, the HANSARD will prove me right that the Question was exhausted. It was not deferred. view
  • 12 Aug 2009 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I stand to support the Motion and I want to join my colleagues in appreciating the work that the Ministry of Industrialization is doing for this country. However, when you enter any supermarket or any shop in this country, 99 per cent of the goods that you find in those shops are imported, yet we have been having the Ministry of Industry or by whatever name, Trade and Industry, since Independence. I think we have lost track somewhere. I think it is high time that the Ministry goes back to the drawing board. I ... view
  • 11 Aug 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I stand here to support the Motion. In doing so, I want to say that I have a lot of respect for the Minister for Roads, his able deputies and indeed, the Permanent Secretary and his staff. However, having said that, I want to agree with the previous speaker, Mr. Lessonet, on the inequality in development and particularly as far as the Ministry of Roads is concerned. There has been a deliberate marginalization of certain areas by this Ministry. Today, we are being asked to approve a lot of money, billions of shillings; ... view
  • 11 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would have expected that being a very able Chair of his Committee, his road would have been included in this year’s Budget. view
