The creation of this board is long overdue because the most important sub-sectors in agriculture have marketing boards. Tea, coffee, sisal and many other agricultural products have marketing boards. This shows how the Government has ignored the livestock sector. The livestock sector is very important, especially to the pastoralists in ASAL areas. However, due to corruption in this country, the quota that we used to have was taken away. As we form this board, we also need to learn from the other boards. What happened to them?   • 9 Oct 2019 in National Assembly: We also need to have a policy on the movement of livestock and grazing because our brothers are focusing more on livestock. Currently, we have many problems with animals from the North-Eastern region of Kenya being driven into our farms and disrupting our way of living. So, we also need to have a policy on grazing and movement of animals, so that we can live in a good atmosphere. view

We currently do not have any arrangement and, therefore, we cannot tell how many animals we have in the country. When you do not have data on animals, you cannot plan for them. So, the Government needs to put money aside and conduct a livestock census so that we can have data to enable us plan for them. view

  • 18 Sep 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to add my voice to the Finance Bill. At the outset, the Finance Bill is supposed to do three key things: One is to raise revenue to finance the Budget, two is to give incentives to various sectors to grow and support the Government’s agenda like the Big Four Agenda and lastly, it is supposed to promote equity. If taxes are not implemented in a better manner because they are supposed to be efficient and cost effective, then we may not achieve what I have said. view
  • 18 Sep 2019 in National Assembly: Some of the proposed amendments may not promote some of the sectors and their growth, for example, increasing CGT from 5 per cent to 12.5 per cent. I want us to go back to three years ago. The CGT was implemented in the Nairobi Stock Exchange (NSE) and it did not work. It discouraged investments. The NSE went to court and the tax was suspended.   • 18 Sep 2019 in National Assembly: Secondly, there is a proposal to increase taxes on security services, cleaning and fumigation services, catering services which are provided outside hotels and transport of goods and services. We know that these are SMEs, which is the sector which drives the economy. It has been denied credit by the banks. If we increase taxes on this sector, we will kill those services.
