Mr. Deputy Speaker, Sir, I have listened to the Minister give justifications as to why he chose the person he chose. He says that he used his discretion. This matter is beyond discretion. The public perception is that this position is so critical. It requires that the person who will hold it be put there in a every transparent manner, especially following on the heels of the Ministerâs aide having been suspended for involvement in corruption.

On a point of order, Mr. Deputy Speaker, Sir. You know when you make an allegation you must be able to substantiate it. People share names. Could the Minister table or has he tabled evidence to show that this candidate was really a blood relative of the other person, otherwise, just because they have similar names?

Mr. Speaker, Sir, it is not only the clerks from Bura who have not been paid. Some clerks who worked in Kinangop have also not been paid. Could the Assistant Minister confirm when those clerks and others elsewhere in the country will be paid?

Mr. Deputy Speaker, Sir, many roads have been washed away during this wet season. In Kinangop, we cannot even deliver our produce to Nairobi because most of the roads have been washed away. Year in, year out, when it rains, the roads are impassable because the problem is mainly the faulty drainage. We have engineers from his Ministry who never address the issue of drainage. What plans does the Minister have to prioritize drainage of roads so that they are not washed away year in, year out?

Mr. Speaker, Sir, the Provincial Administration comes from our colonial history. Kenyans are opposed to the manner in which it has operated. It has allowed the brewing of illicit brews and harassed the wananchi. Could the Assistant Minister confirm whether in the restructuring, members of the Provincial Administration will be trained to understand that they are there to serve the public and not to oppress it while serving the Executive?

Mr. Speaker, Sir, as a former Chairman of the Association of Kenya Insurers and a former Chief Executive in the industry, I cannot let this matter pass without giving a comment. Madam Temporary Deputy Speaker, I urge the Deputy Prime Minister and Minister for Finance to ensure that the Insurance Regulatory Authority, in its dual mandate of developing and supervising the industry, makes sure that, as we pass this Bill, in future, we will not see insurance companies collapsing. The Government will come to the aid of the people insured by those companies which have been licensed by the Office of the Deputy Prime Minister and Ministry of Finance. On a point of order, Mr. Speaker, Sir. Is it in order for the Assistant Minister to mislead this House? What this House passed was the principle or the policy. We are questioning the implementation details which are now being done by the Ministry. Is he in order to do that?
