Mr. Speaker, Sir, last week my people from Kinangop who bring potatoes to Wakulima Market had to go and protest because of bribery at Njabini, Haraka and Magumu Centres. When they protested, the police brought breakdowns from Lari and impounded their vehicles. Could the Assistant Minister assure this House that cases where wananchi complain because of being forced to give bribes will stop? Could he also assure the people of Kinangop that their impounded vehicles will be released?

Mr. Speaker, Sir, although I filed this Question about ten days ago, it has just appeared on the Order Paper today. I have also received the answer now. Nevertheless, I will still ask the Question although the Prime Minister addressed the same matter yesterday. I will still ask it for whatever worth it is.

Mr. Speaker, Sir, we are dismayed by these stereotype kind of answers to Questions on matters that are very serious. If he waits for the USA Government to give him names of Kenyan drug barons, are we being protected by the USA Government or our own security agencies ought to be the first to know who these drug barons are? How can the USA Government be the one getting information on our own soil on crimes against our citizens before our security agencies?

Mr. Speaker, Sir, you have heard how the Assistant Minister has treated this matter so casually. Yesterday, you heard the Prime Minister tell us that there is involvement of the security forces. Maybe, he can tell us how far his Ministry is involved in protecting these barons. He does not seem serious to tackle this national disaster.

Thank you, Mr. Speaker, Sir. The reason we had post-election violence was because people were fighting for justice. The reason we passed a new Constitution was because we wanted people to have justice. Going forward, we would not want anything that does not provide justice to affect us all. Mr. Speaker, Sir, I want to ask the Assistant Minister for Justice, National Cohesion and Constitutional Affairs to clarify whether the formula that was supposed to be applied in creating the new constituencies was applied and whether there is justice. Madam Temporary Deputy Speaker, I want to second this amendment. The issue of IDPs affected some people more than others. For example, the people in Rift Valley and, especially, the people of Molo--- If you leave them out of this Motion, you will not be doing justice to them. The Kisii community was also affected heavily by the post-election violence. The people of Cherengany were heavily affected by the post-election violence. This amendment is being brought to include more people who were affected by the post-election violence. With those few words, I beg to second.
