Madam Temporary Deputy Speaker, l stand to second the amendments to this Motion, which we support because Western and Nyanza are not the only provinces that are not catered for. Places like Nyandarua and Meru grow even more potatoes than those provinces. That is why we are moving these amendments to include these regions, so that they can also have cooling centres. With those few remarks, I second the amendments.

On a point of order, Mr. Speaker, Sir. This is pathetic. How can the Ministry advise the residents not to take the water or give it to their animals instead of addressing the root-cause of the contamination of the water? Is he in order?

Thank you, Madam Temporary Deputy Speaker, for giving me a chance to contribute in support of this Motion. We are always following what the region is doing. All the other Parliaments in this region have recognized the AMANI Forum as an important vehicle for creating harmony and reconciling their people. It is we, in Kenya, who have not done this and it is appropriate that we do so.

Secondly, even if we do not recognise this forum, it is already recognized! During the post election violence, those of us who are Members of the AMANI Forum from all the political parties in the country namely ODM, PNU, Sisi Kwa Sisi Party or âWao kwa Waoâ got together and toured Rift Valley, Western and Central provinces to bring our people together. So, this is an inter-party forum and it is for people who value peace.

Mr. Deputy Speaker, Sir, at the height of the crisis of the computer error and the discrepancy of Kshs10 billion during the Supplementary Estimates, the Deputy Prime Minister and Minister for Finance called in the police. That was three months ago. One of the suspicions was that it was some staff who had committed this error. Is the Assistant Minister telling us that three months down the line, the investigators have not found out who was responsible? If they have not found out, three months down the line, then the culprits are still there!
