If we look at the provision of the Kenya Urban Roads Authority vis-a-vis the technicality which is involved in coming up with a road network within urban centres. I will give an example of Nairobi City. We know coming up with most of these roads is a major challenge because we have underground cables and other services. We lost a lot of money. That is on record and it is known all over. With the classification of various roads, county governments will know the roads which fall under their domain.
