  • 8 Oct 2020 in National Assembly: We are also affected in the second way by the fact that most of those who respond to disasters have not internalised the needs of persons with disabilities. Our laws set disaster response measures which do not consider them. When there is fire, a siren goes on. There are those who cannot hear that siren. We do not factor them in. When there is a fire, we are told that we should not use the lift but the staircase. We do not factor those on wheelchairs like Hon. Dennitah Ghati and Hon. Tim Wanyonyi who cannot use the staircase. • 8 Oct 2020 in National Assembly: Lastly, on the issue of training, we cannot just respond to disasters without proper trained personnel, who will respond in a manner that will not cause more disaster. We have seen people responding to fire disasters and they end up getting burnt. We need a proper training mechanism from primary schools, secondary schools and going forward, so that we can respond to disaster in a more coordinated manner. It is shameful that even individuals like Akothe are the ones responding to disasters like floods and drought and not the Government that is given the mandate by the people of Kenya. view

  • 8 Oct 2020 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker for giving me this opportunity to also inject my voice on this very important Bill. Let me start by congratulating Hon. Kioni for bringing this Bill. It indicates that people mature with age and Hon. Kioni, having been in this House for a long time, has come up with a Bill that will assist this country. We will not overemphasize the importance of fundraising in our country. It is very important for some of us who are from peasant families and have benefitted from it in our education. For some of the ... view

  • 8 Oct 2020 in National Assembly: Yes, Hon. Temporary Deputy Speaker. When you are told you want to amend the Bible, you get scared because you do not want to conflict with the powers above. You do not know how they will strike you. It is not only in churches where money is misused. When you see money that is set aside by the NG-CDF, even Kshs1 million, you will see the product of it. But when you see about Kshs3 million from fundraising, you may not see what has happened with it. They say they have been paying bills or come up with something. There ... view
  • 8 Oct 2020 in National Assembly: With those very many remarks, I really support this Bill. Hon. Jeremiah Kioni, congratulations. Let us control and have the Auditor-General audit most of these funds because they are public funds, and there is the intention of raising the funds. If it is for a hospital, let it go to the hospital. I thank you. view
  • 8 Oct 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute. I also want to support the Public Fundraising Appeals Bill, 2019 which was brought to the Floor of this House by the Constitutional Implementation Oversight Committee. view
  • 8 Oct 2020 in National Assembly: I am a Member of the Committee. I was part of the Members who went out during public participation. Members of the public raised a lot of concerns. Amongst them is that the spirit of fundraising is abused. During funerals, people fundraise not only to bury the departed, but also to buy new clothes which is very unfair to those people who raise the funds. Some people fundraise for luxurious lifestyles. Members of the public were very concerned. They brought it out as we went round. view
  • 8 Oct 2020 in National Assembly: This Bill seeks to promote accountability and transparency in carrying out of fundraising. I am sure this Bill will ensure that there is prudent use of public funds that are collected in future. view
