Hon. Temporary Deputy Speaker with due respect to Hon. Omulele, he is using high population density as another factor in deciding which area is marginalised. If they recollect again, we may end up having the whole country joining in the Equalisation Fund and we will not have a reason for doing so.

With those very many remarks, I support. This Commission should be in place. I advise them to make sure that it deals with political statements that can cause tension in our country. I was perturbed when I saw some Members of Parliament, and I can mention the name of Hon. Simba Arati, being very happy that he could threaten a colleague in a constituency that they claim to be a bedroom. Whose bedroom? There is no bedroom of anybody in this country. We are all members of this country. We did not apply to be born in this country. Fate ...

Hon. Temporary Deputy Speaker, Hon. Pukose is my senior and so I have been educated. However, the Sessional Paper was passed by Parliament. The Sessional Paper only says that Kenyan taxes would be invested in high potential areas but the ‘kitchen’ cabinet went ahead to demarcate our country into high potential areas and low potential areas. Since they were agricultural people, they thought pastoralism and underground resources such as wind power in Suswa and Tourism that is in Narok and Kajiado is low potential. Basically, that is why. Now we do not have a board and that is why we ...

Due to lack of a board there has been a major scandal, just like what happened with the National Youth Service (NYS). Why I talk about a major scandal is that we are being informed that already Kshs1 billion has been used on operations to oversee non-existent projects and money that has not been sent to the respective counties that are supposed to benefit from the Equalisation Fund. A sum of Kshs1 billion is not chicken change. It would have been used to build dams. I am talking of the small water pans that go at Kshs100,000 each. It would ...

Hon. Deputy Speaker, those powers are reserved for the Speaker. I do not know where Hon. Jonah Mburu got them. I have tried as much as possible to educate some of these “monos” and it is proving very difficult. I will have to take them to your lounge. I will take over from you.

Thank you very much, Hon. Temporary Deputy Speaker. I rise on a point of order because we do not have the requisite quorum to transact any business in this House.

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this extremely important Motion that has been moved by Hon. (Dr.) Mutunga. I congratulate him. I support the Motion. I, first, take the opportunity to pass my best wishes to all the students in primary and secondary schools in Shinyalu Constituency. I pray that they may have wisdom as they undertake their examinations. Going forward, it is important that, as a House and nation, we interrogate the previous failures with regard to registration, organisation and running of farmers associations or co- operatives. Majority of people in ...
