I would also like to see real efforts towards making this hospital a Semi-Autonomous Government Agency (SAGA) with a Chief Executive Officer (CEO) in charge, so that they can have their own clear budget that they can use to take care of the issues that they are facing right now.   • 27 Jun 2019 in National Assembly: Beyond that, we should devolve those services to make sure that every Level 4 hospital and Level 5 hospital has a well-equipped and resourced department that takes care of mental health. Otherwise, we will continue to have these big headlines every single day and then we are left complaining by going on twitter to post pictures and talk about what is happening, how we have a sick society but we are not doing anything about it.   • 27 Jun 2019 in National Assembly: I hope that going forward the Departmental Committee on Health can make it their responsibility to bring a special Bill to make this hospital a parastatal like it is the case with KNH. It is good to begin there. I also pray that in the next Budget, we shall see more money going to this important hospital, serious refurbishment taking place and the adoption of the latest technology for treating mental health patients, so that we can reduce the level of crime rates and death rates caused by mental health condition. view

  • 26 Jun 2019 in National Assembly: It pains Kenyans, especially when you are a guarantor because, sometimes, banks collude with borrowers. The borrowers intentionally hide money. Some of those borrowers are advised by banks who to choose as guarantors because they know their bank accounts and they know how much they deposit every now and then. Sometimes, it is collusion. The banks would advise a borrower to look for Hon. Kabinga because he has a fat bank account and when he defaults, they will go for the Member. We do not know if they share the borrowed money. When they borrow, they hide their assets in several companies with very funny names so that when they are not able to pay, the financial institutions will follow the guarantors. Some of them have many assets even outside the country, but the assets are in the names of companies, wives, daughters and sons and so, the banks do not go for them. We just want to protect the guarantors and by extension, we are also protecting the borrower because with this trend, nobody will guarantee any Kenyan to get a loan. When we stop guaranteeing because of fear that our property will be confiscated there will be no borrowing in Kenya.
