Under (b), you are deleting the words “parliamentary approval” but still retain the approval of the “National Assembly”. Therefore, if the Board appoints the CEO, does is it come to Parliament? I think that it is only the appointees of the President and of the Public Service Commission that can come to Parliament. My friend, the appointments done by boards cannot come to Parliament.

Thank you, Hon. Temporary Deputy Chairperson. I do not need the one minute. I know there are those who are comfortable now because they have the system of the “deep state.” I want to tell them that this is dangerous. One day they will cry because of this law that we are passing. I am sorry that some of them will cry because of this Bill.

Thank you, Hon. Hon. Temporary Deputy Chairperson. We must remember that the key words here are “proceeds of crime” and “anti-money laundering.” They have become a national security risk for this country. Furthermore, we are obliged to comply with regional treaties and the East African Protocols. This amendment is dangerous. Should we allow it, this Bill will fall flat on its face and we will not be able to engage in any kind of transactions going forward.

Thank you very much, Hon. Temporary Deputy Speaker. I rise to comment on the Petition you read on behalf of the Petitioner concerning the insecurity in Laikipia. If you can remember, I once brought an Adjournment Motion to discuss the insecurity in Laikipia. This issue must be solved once and for all. The petitioner has raised pertinent issues on pasture, water and land ownership by residents who have bought land. The Cabinet Secretary for the Ministry of Interior and Coordination of National Government appeared before a committee of this House and claimed that the Deputy President ---

Hon. Speaker, Hon. Kositany Caleb is giving our party a bad name. I have just seen your ruling and it was the best. You are, therefore, the future President. I beg to second.

Thank you very much, Hon. Temporary Deputy Speaker. I was commenting on the petition you read on the issue of insecurity in Laikipia. I had brought an Adjournment Motion on the same. It is high time that this House pronounced itself on the issue. Our people are dying. We must safeguard lives and property of those in Laikipia. The Cabinet Secretary for Interior and Coordination of the National Government is on record in this House claiming that there are 15,000 acres of land owned by the Deputy President, William Samoei Ruto. The Deputy President denied owning the land. And I ...

Thank you, Hon. Speaker. I rise to comment on both petitions. The first is the one that you have read on behalf of the Petitioners. Surely, if people have lived on that land for more than 30 years and they are being evicted, it is unfair. The Government should protect the people. The other one is the issue of Kericho tea pickers. Yes, we want mechanisation, but also, as a country, we are signatories to the International Labour Organisation (ILO). We know what the world labour laws say. So, we should let the people earn a living so that we ...

I would like to take this opportunity to also wish all the Members of this House a happy recess and Christmas Holidays. I know you will be campaigning. As you do so, remember that you have interacted one-on-one with our Speaker, who is a presidential candidate.
