Hon. Speaker, this incident was shameful and uncalled for, especially because I voted Ayes and I belong to a political persuasion where the Hon. Member who claims that we received Kshs 100,000 is a member. I voted with my conscience. I voted yes and I will still vote yes, if the Bill was reintroduced today, not because of bribes. I do not think any Member of this House was offered Kshs100,000 to vote in any way. As the leader of this House, I call upon you to protect the integrity of this House. Hon. Temporary Deputy Chairman, I do not know why we align the Bill to the Ministries. I would like to ask the Chairperson to reconsider this one because we do change Ministries more often than the Bill. The Bill is for prosperity and you will find that the Ministry that is now in charge of Labour and Social Protection was once the Ministry of Labour, East Africa Co-operation and so on. Hon. Temporary Deputy Chairman. I agree with the Leader of the Majority Party on the definition. The office is really not just a physical space. You cannot solicit funds outside, you use and carry your office with you. That is the Bill. Can we enhance that—your title and your name. You can solicit in other places aside from the physical office itself.

Temporary Deputy Chairman, we will have to talk with the Chair of the Committee because the county askaris are directly answerable to the governor, who in this case might be a competitor in an election process and he may use that office to stifle competition. We need to sit and take a good position on this one.

I think there is a difference which needs clarity. Will we not be taxing the money collected by those who have been donated to, or it is the people who are donating who will not be taxed. For me I think both sides should be covered but mostly those who are receiving. I want you to understand because it will go along way. We receive international donations especially for persons with disabilities. The problem is that some of these donations are overtaxed to an extent that the donor feels there is no need to donate again. I do not know ...
